INVITATION TO BID FOR POLICIES MANUAL AND STRATEGY FRAMEWORK DOCUMENT DEVELOPMENT CONSULTANCY.

The CHIDIMMA AND HAVILAH FOUNDATION hereinafter referred to as “The CHF”, is a women-led, youth-focused, non-profit agency of people that provides direct services of emergency relief, Agriculture and livelihood, Education, Protection, Community-Health, WASH, Nutrition, Climate actions and Anticipatory Action as well as policy advocacy in triple nexus of development, humanitarian and peacebuilding. CHF is currently supporting Adolescent girls’ education in one of the Northern states of Nigeria.

Purpose of the Consultancy
– The primary purpose of the consultant is to develop a comprehensive program strategy Manual for the organization on interventions and grants management with a focus across Emergency relief, Agriculture, livelihood, Education, Protection, Community-Health, WASH, Nutrition, Climate actions and other related sectors that align with government and private priority, thereby making a lasting impact on the lives of the people.
– Review existing where relevant and draft new operational policies where necessary based on the outcome and recommendations of the organizational capacity assessment needs covering the entire organization’s systems and processes.

Expected Tasks of the Consultant
– Draft the strategic planning document, incorporating the Theory of Change, strategic objectives, and key initiatives planned.
– Consult with internal and external stakeholders to ensure the inclusion of relevant factors.
– Draft organizational policies as prescribed from the OCA report to reflect the best practices and international standards.
– Review the existing systems and processes and create new policies, processes, and procedures in line with international best practices for NGOs.
– Ensuring policies alignment with the organization’s strategy, donor requirements, and meet Nigerian legal and donor requirements.

Deliverables
– Standard Policies and strategy documents (Detailed and Summarized).
– Forms, tools and Template to be operationalized by CHF (Where applicable).

– LOT 1 – Finance and Grant Management
– LOT 2 – Operations, Procurement, Supply Chain and Administration
– LOT 3 – Human Resources Management
– LOT 4 – Code of Conduct and Safeguarding
– LOT 5 – Program strategy and MEAL
– LOT 6 – Safety and Security
– LOT 7 – Ethics, Governance and Legal

Timeframe:
– The time frame will be for 1 month commencing from the date of contract signing but not exceeding one month.

Evaluation of Offers:
– Consultants may be invited to discuss their proposals with a presentation and for budget negotiation at CHF’s discretion and as may be applicable.
– CHF reserves the right to:
– Accept the whole, or part only, of any submission
– Accept none of the proposals
– Republish this Request for Proposal if suitable consultants cannot be selected.
– CHF may award multiple contracts to a single or different consultant (individual or corporate entity) and all contracts will be non-exclusive.

Plagiarism:
– All policies developed will be subjected to plagiarism checks to prevent data protection risks. CHF has the right to reject any policies, strategy documents and template developed if it fails plagiarism check.

Required Qualifications and Experience For Individual and/or Corporate Organizations
– A minimum of 7 years of professional work experience in a relevant strategy and policies category (LOT).
– The applicant/team leader would have University degree, preferably a PhD or master’s degree, in Organizational Development, Social Sciences, Business Management, Strategic Planning, or other closely related fields.
– Demonstrated skills and experience in relevant policy development and system review.
– Demonstrated work experience and understanding of international donor regulations such as USAID, EU, ECHO, etc.
– For corporate organizations, demonstrate skills and experience in organizational system review and experienced team members.

– All applications should be sent on or before 11:59 PM Nigerian Time, 23rd June 2025. Applications will be reviewed on a rolling basis; therefore, early submission is advised. Only shortlisted candidates will be contacted.
