INVITATION TO TENDER (ITT)
OIL SPILL RESPONSE MANPOWER SUPPLY SERVICES
The Clean Nigeria Associates (CNA), a non-profit Organization and a co-operative of several oil producing companies in Nigeria, hereby invites reputable and competent contractors to submit tenders for the Oil Spill Response Manpower Supply Services to support CNA’s operations in Nigeria.
CNA requires qualified personnel to support emergency Oil spill response, shoreline cleanup, swamp operations, waste handling, and related routine Technical & Administrative operations.
SCOPE OF SERVICE
The services include the supply of trained and certified personnel for the following roles
• Response Operations Lead
• Response Equipment Maintenance Lead
• Responders
• Response Technicians
• Logistics Lead
• HSE Officers
Personnel must be available for daytime operations 5/7 weekdays and on standby 24/7 for mobilization to incident site, within two (2) hours.
MANDATORY REQUIREMENTS
Interested contractors must submit the following:
Corporate & Statutory Documents
• CAC Certificate & Status Report
• Tax Clearance Certificate (last 3 years)
• NUPRC Service Permit:— Manpower Supply
• NSITF, PENCOM & ITF Compliance Certificates
• Evidence of registration with Delta State Internal Revenue Service for PAYE remittances
• Evidence of registration with Rivers State Internal Revenue Service for PAYE remittances
Nigerian Content Requirements
• NOGICJQS Registration
• Nigerian Content Plan
• Training & Succession Plan
HSE Requirements
• HSE Policy & Management System
• Safety Statistics (last 3)
• Relevant certifications (HSE Levels 1—3, First Aid, BOSIET, CNA Class A or equivalent)
SUBMISSION FORMAT
Tender submissions must be packaged in two (2) separate sealed envelopes clearly marked:
1. Technical Proposal
2. Nigerian Content Documentation
