TENDER NOTICE
CONTRACT TITLE: NATIONAL TENDER FOR THE PROVISION OF SEEDS AND SEEDLINGS FOR REFORESTATION ACTIVITIES
LOCATION – BENUE, KADUNA, KATSINA AND PLATEAU STATES, NIGERIA

COOPI – Cooperazione Internazionale – has received a grant from its donor, FCDO, for the implementation of humanitarian and development activities under the project titled Strengthening Peace and Resilience in Nigeria – SPRING, and intends to apply a portion of that grant to payments under this contract, provided that no party other than COOPI shall derive any rights from the grant or have any claim to its proceeds, and under no circumstances or for any reason whatsoever shall the donor entertain any request for indemnity or payment directly submitted by the humanitarian organisation’s contractors. Under no circumstances or for no reason whatsoever will any Donor entertain any request for indemnity or payment directly submitted by the COOPI’s contractors.

4. Description of the contract:
The subject of this contract is the execution, by the appointed Contractor(s), of the provision of Seeds and Seedlings for Reforestation activities as specified in the tender dossier. Goods are divided into the below lots:

| LOT 4 | Supply of Seedlings Kaduna |
| LOT 5 | Supply of Seeds Katsina |
| LOT 6 | Supply of Seedlings Katsina |
| LOT 7 | Supply of Seeds Plateau |
| LOT 8 | Supply of Seedlings Plateau |

Suppliers may apply for the provision of one (1) or more lots.

5. Exclusion Clauses:
The contracting authority will exclude from participation in the tender procedure candidates or tenderers falling into any of the following cases:
a) They are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters;
b) They have been convicted of an offence concerning their professional conduct by a judgement that has the force of res judicata;
c) They have been guilty of grave professional misconduct proven by any means that the contracting authority can justify;
d) They have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed;
e) They have been the subject of a judgement that has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity;
f) Following another procurement procedure or grant award procedure, they have been declared to be in serious breach of contract for failure to comply with their contractual obligations. Candidates or tenderers must certify by any relevant means that they are not in one of the situations listed above.

6. Period of execution:
Delivery of the goods to be provided under the present tender should be finalized within one (1) week from the date of signature of the contract. Foreseen date for the signature of the contract is the 7th of April.

If a supplier applies for multiple lots across several states, deliveries to those states shall be completed simultaneously. Expected contract of six (6) months from the day of signature.

7. Selection and award criteria:
The tender commission will not necessarily choose on the basis of lowest price alone but will award the contract on the basis of value for money, price, quality, compliance with international norms, delay for delivery. The experience of the tenderer in the performance of similar contracts will be as well a criterion for selection. The tender dossier will specify in detail how to properly apply for the tender. Supplier shall follow the dossier to ensure documents are presented properly, without risking exclusion.

The deadline for submission of tenders must be combined with the public opening. Any tender received after this deadline will not be considered.

Tenders must be submitted using the standard tender form included in the tender dossier, whose format and instructions must be strictly observed.
