REQUEST FOR EXPRESSION OF INTEREST FOR THE CONCESSION OF STATE-OWNED ASSETS/OPPORTUNITIES IN CROSS RIVER STATE, NIGERIA

The CROSS RIVER STATE BUREAU OF PUBLIC PRIVATE PARTNERSHIP (CRS-BPPP) is pleased to announce the request for expression of interest (RFEOI) for the underlisted Public Private Partnership (PPP) investment opportunities across a wide range of sectors. The RFEOI presents a unique opportunity for private sector participation through concession in some strategic state-owned entities with overriding focus on transparent procurement shared prosperity and value for money.

CRS_BPP (the secretariat of the State PPP council) therefore, invites credible local and cross border private border entities with proven track record of successful PPP project experience to express their interests in the under listed opportunities.

S/N PPP PROJECT OPPORTUNITIES PROJECT HIGHLIGHTS
1 Calabar Modular Refinery, Odukpani Economic zone This is a greenfield PPP investment opportunity for players in the midstream sector of the oil and gas industry to participate in the commercial refining of petroleum products of up 10,000 barrels per day. Proximity to crude and vast products tank farm(s) including the competitive operating environment in the Odukpani Economic Zone are the unique competencies of the State for the project.
2 Cross river state liaison offices in Asokoro-Abuja and Ikoyi-Lagos respectively The State Government’s properties are strategically located in highbrow locations in Asokoro (Abuja) and Ikoyi (Lagos) respectively. The properties are available for mixed use consistent with the development for the respective areas.
3 Concession of Calabar Rovers (male) football club; Pelican (female) football club, Calabar; Black cate (male) Football club, Ogoja The state Government consider professional football (soccer) as business and social engineering. The motivation is for private interests with track record in football/soccer management restructuring, youth academy, marketing, scouting, international partnership etc at club level to participate in the existing football clubs under a concession arrangement
4 Songhai Farms, Itigidi- Abi LGA, Cross river state Songhai Farms Itigidi is a revolutionary, fully integrated brownfield agribusiness programme that combines traditional farming techniques with innovative technology to produce sustainable, community-responsive high quality agricultural products (crops and livestock) with training component cross the respective value chain for young people. Sitting on a 88.5 hectares land, the facility uses environmentally friendly practices such as the use of aquaponics and composite to cultivate a verity of crops etc. the farm also utilizes solar as source of energy. The location has agricultural land-use neighbourhood; property (building) etc and is accessible.
5 Annual calabar carnival cultural festival restructuring & participation by Lead Priivate sector Anchor investor The annual Calabar carnival initiated in  2004 (Africa’s biggest street party)         is pivotal to the state’s tourism drive and socio-economic development. The Calabar carnival is expected to be one of cardinal engines of strategic wealth and job creation in the region. With its strong brand equity and robust appeal. The carnival is now available for participation by credible private sector Anchor investor(s). the anchor investor are expected to be institutional (venture capitalist, angel investor private equities etc or otherwise with verifiable credential in the niche segment. The institutional and governance arrangement for the annual Calabar carnival is elaborate with legroom for change management as may be necessary for the desired state.
6 Garment factory, Calabar, Cross river state The Calabar Garment Factory sitting on a 2,000 square meters of land wth over 2,000 garment production equipment was established in 2017 as the government’s major step in reducing the country’s dependence on foreign clothing materials. It is a strategic footprint in the apparel and textile sector in Nigeria with potential positive impact on local skills development, sustainable jobs for women, foreign exchange earnings. the factory is focused on  implementing environmentally friendly production processes and deployment of clean energy-efficient technologies.
7 Rice seed and seedling complex, Calabar The brownfield calabar rice seed and seedling processing complex represents a positive response to the national food security question. It covers a landmass of 15,000 square metres with a production capacity of 72,000 tons of rice seed and seedlings annually, located in Calabar, the complex was commissioned by His Excellency, former President Muhammed Buhari in 2018. The factory is prided as first of its kind in Africa and has capacity of producing high- yielding, vitaminized and disease-resistant rice seedlings with focus on improving rice yield from 3-4 tons per hectare to 9-10 tons seedlings per hectare. Potential private sector partners will be expected to inject (private) finance as well as operation and management of the facility over a defined concession period. The  medium term objective is the listing or dual listing in the capital market.
8 Ultra-modern rice processing complex, Ogoja Th4 Cross river state Government is desirous of concessing the brownfield ultra-modern rice processing complex located in ogooja. The location of the asset is strategic given the vast expanse of cultivated and uncultivated rice fields and youthful population known for their rich heritage in rice cultivation. This opens up the benefit of proximity of feedstock (paddy rice) from surrounding producing communities to forestall undue production stoppages. The facility has an annual processing capacity of 50,0000 metric tons of rice, with headroom of scale up to 100,000 metric tons. The complex is built on approx. 80 hectares of land, providing ample space for bulk processing, back-up storage and demonstration farm as may be necessary. Major features of the factory include but not limited to equipment and machinery with advanced technology backed by after sales and spares support from the original equipment manufacturer. The rice seed and seedling plant in Calabar complements the rice milling complex by strengthening yield per hectares as well as quality oof the output. The private party will be expected to finance the operations and management of complex on a concession agreement.

EXPRESSION OF INTEREST
Interested parties are invited to submit an expression of interest outlining their relevant experience , qualification, and proposed model/approach to partnering with Cross river state government for the development including financing and operation of the project under a PPP arrangement.
The project’s RFP will be issued to shortlisted Expression of intrests (EOI) only and shortlist shall be granted guided physical acesss to inspect the projects/locations including asset inventory. Submission should demonstrate a clear understanding of the project objectives, potential synergy and dynamic, uncertainty fields, technical/technology considerations as well as sustainability issues. Expression of interest should be submitted in five (5) hard copies and soft copies of the submission in flash drive in sealed envelope marked: expression of interest concession of the specific project of your choice to the address below, not later than 4:00pm on Friday July 26, 2024.
