INVITATION FOR TENDER FOR YEAR 2023/2024 (MERGED) TETFUND NORMAL INTERVENTION AND EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR 2025 APPROPRIATION AND 2025 TETFUND INTERVENTIONS
1. INTRODUCTION
The David Umahi Federal University of Health sciences, the establishment of David Umahi University of Medical Sciences stems from a desire to enhance the quality of manpower development in the health sector and improve healthcare standards in Nigeria and the West African sub-region. The university’s primary goal is to cultivate critical competencies and expertise in the health sciences within a conducive learning environment, upholding the highest standards of professionalism, ethics, and excellence. In line with its mandate and in compliance with the provisions of the Public Procurement Act 2007 and other applicable government regulations, the university seeks to engage a third party to undertake the construction and furnishing of the school hostel.
2. SCOPE OF WORK/SERVICES
The university urgently requires the construction and furnishing of a new student hostel to address the shortfall in student accommodation. The institute seeks a competent and responsive company with proven experience constructing student hostels within the state and federal high institute of Nigeria. The institute hereby invites interested, qualified, and experienced contractors or consultancy firms with relevant expertise and a strong track record of timely delivery of similar projects to submit bids for the following projects.

- ELIGIBILITY REQUIREMENTS
3. ELIGIBILITY REQUIREMENTS
a. Evidence of certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including forms cac1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income’s Tax Clearance Certificate for the Last three (3) years valid till 31st December, 2024;
c. Evidence of current pension compliance Certificate valid till 31st December 2024;
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December, 2024;
e. Evidence of Nigerian social Insurance Trust Fund (NSITF) Clearance Certificate Valid till 31st December 2024;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g. Company’s Audited Accounts for the last three (3) years -2021,2022,2023;
h. Company profile with curriculum vitae of technical/management staff and with evidence of previous work experience, detail clients, nature of work/contract, contract sum and copies of academic and professional qualification, i.e COREN, QSRBN, etc
i. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature and complexity), executed in the last five (5) years including Letters of awards, Valuation Certificates, Job Completion Certificates and photographs of the projects;
j. Evidence of financial capability to execute the projects including reference letters from a reputable commercial bank including willingness to provide credit facility for the execution of the projects when needed.
k. Sworn affidavit disclosing whether or not any officer of the relevant committees of the David umahi federal university of health sciences or the bureau of public procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
l. A sworn affidavit that no directors have been convicted in any country for any criminal offence including fraud or financial impropriety
m. List of plants/equipment with proof of ownership/ lease
n. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.) and e-mail address. The Letter head Paper must bear the names and Nationalities of the Directors of the Company duly signed by the authorized officer of the company/firm.
o. Document submitted shall be subject to due diligence without recourse to the bidder
4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the standard bidding document (SBD) from the office of the director of physical planning, works and maintenance, david umahi federal university of health sciences with evidence of payment of a non-refundable tender fee of N10,000.00 (ten thousand naira), through remita platform in any commercial bank of their choice in favor of david umahi federal university of health sciences evidence of such payments is to be presented at the cash office, bursary department for official receipt.
Consultants submitting expressions of interest for lot 3 are expected to submit their company profiles for the provision of consultancy services for the proposed projects and are to pay a tender fee of N10,000.00 (ten thousand naira) as described above
5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit a bid for the lot, two (2) hard copies of technical and financial bids package separately in sealed envelopes and marked as “technical bid” or “financial bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope and address them to the vice chancellor, david umahi federal university of health sciences, uburu ebonyi state, and clearly mark (the name of the project boldly written at the back of the envelope).
Furthermore, the reverse side of the envelopes should be clearly marked with the name and address of the bidder and dropped in the designated tender box at the vice chancellor’s office david umahi federal university of health sciences not later than 12:00 noon on Wednesday, 19th February 2025. The working hours are 8:00am to 4:00pm on weekdays, excluding weekends, please ensure that you sign the bid submission register in the office of the director of physical planning works and maintenance of the university as the university will not be held liable for misplaced or wrongly submitted bids.
6. OPENING OF BIDS
The technical bids will be opened immediately after the close of submission at 12:00 noon on Monday, 19th February 2025, at excellence hall, david umahi federal university of health sciences, in the presence of bidders or their representatives and civil society organizations. 7. GENERAL INFORMATION
a. Bids must be in English language and signed by an official authorized by the firm;
b. Bids submitted after the deadline for submission would be rejected and returned unopened
c. Delivery by courier will not be accepted
d. All cost incurred as a result of the bid invitation shall be borne by the bidders
e. The university is not bound to consider any bidder for an award and reserves the right to cancel the bidding process and proceeding, without incurring liabilities to the bidders
f. Only prequalified bidders will be invited to submit their financial bids
g. David umahi federal university of health sciences is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the public procurement act, 2007.
h. The university is not obliged to award the contract to the lowest bidder
