CONTRACT TITLE: CONSTRUCTION OF 67 AUTONOMOUS SOLAR-POWERED WATER STATIONS IN DIFFERENT LOCALITIES IN THE REPUBLIC OF NIGERIA
METHOD OF PROCUREMENT: REGIONAL SOLICITATION

1. The ECOWAS Water Resources Management Centre has obtained an allocation from the investment budget for the year 2025 to finance the award of various construction works for Autonomous Water Stations and intends to use part of this allocation to make payments under this Contract.

2. The ECOWAS Water Resources Management Centre is launching a sealed tender to eligible and qualified bidders for the supply of works for the construction of fifty-seven (67) solar-powered Autonomous Water Stations (AWS) in various localities in the Republic of Nigeria, consisting of three (03) lots as follows:

Lot 1: 23 localities
Tsunami ; Abarma ; Jan Yau la Gabas ; Shinkafi ; Dalori ; Maiduguri Ward ; Bolori ; Kaillari Gwozari Ward ; Ngomari Ward ; Saulawa ; Zango Malabar ; Kangiwa Mani ; Kofor gabas Tafashia ; Mal’adua ; Isa North-Sarkin Gobir M.P.S ; Sabon Garin Dole ; Badon Hanya Community Behind Zamson Petrol Station Guiwa District ; The Institute For Islamic Sciences Guiwa Lord Exparliamentary Quarters ; Soha Quaters Sama Road Area ; Dama Quarters ; Filin Dirimi Layin ; Alhaji Bashir / Kumar Asabe ; Rijyan zaki Unguwar yamma ; Layin Arzuka Nasarawa-Gundutse.

The coordinates of the sites are specified in the tender documents.
The work must be completed within ten (10) months per each lot from the date indicated in the service order for the commencement of the services.

4. The award of the contract will be conducted through a regional call for tenders as defined in the revised ECOWAS Procurement Code (Annexes 1 to 8) and open to all eligible candidates. The conditions for qualification are set out in the tender documents, in this case in Articles 4, 36 and 38 of the Instructions to Tenderers.

In case of electronic submission, bidders are invited to take all necessary measures to avoid any technological failure that could lead to delays and/or errors when submitting electronically. The original bid guarantee must be delivered to the contracting authority no later than the deadline for submission of bids (ECOWAS Commission, 101 Yakubu Gowon crescent, Abuja, Nigeria. 1st floor, Procurement Division).

Bidders must be encrypted with a password that will only be communicated on the day and at the time of the tender opening.

The deadline for submission of tenders is Friday, October 3, 2025 at 09:00 a.m. GMT.

Bids submitted after the deadline for submission of bids shall not be accepted by the Bid Opening Committee and shall be returned to their holders unopened.

7. Bids must include an original bid guarantee of twelve thousand (12,000) U.S. dollars issued by a reputable bank. The bid guarantee will be valid until the 28th day following the bid.

All bids received on time will be opened on the same day Friday, October 3, 2025 at 09:30 a.m. GMT in the presence of representatives of bidders who wish to attend. Tenders will be opened online.

8. Bids remain valid for a period of 120 days from the submission deadline.
