PUBLIC NOTICE
INVITATION FOR THE PRE-QUALIFICATION OF CONTRACTORS FOR 132/33KV TRANSMISSION LINES & SUBSTATIONS REHABILITATION PROJECTS AND EQUIPMENT SUPPLY
INTRODUCTION
The Eko Electricity Distribution Company (EKEDC) has received a CREDIT facility from the Central Bank of Nigeria (CBN) for Accelerated Transmission – Distribution Interface Projects to invest in the Transmission Company of Nigeria (TCN)’s rehabilitation and expansion projects.
SCOPE OF WORKS
| LOT/EKEDC/SS/1 | i. Upgrading of 1X40MVA & 1x45MVA, 132/33kV power transformers with 2x60MVA, 132/33kV.
ii. Construction of additional 33kV feeder bays and iii. Conversion Circuit breaker to outdoor at Akoka 132/33kV Substation |
| LOT/EKEDC/SS/2 | i. Replacement of faulty 60MVA 132/33kV Transformer and
ii. Installation of 3x33kV Feeder bays at Isolo 132/33kV Substation |
| LOT/EKEDC/SS/3 | i. Construction of 3x33kV feeder bays and
ii. Rehabilitation of problematic indoor circuit breakers and iii. Faulty 33kV panel to replaced, at Ojo 132/33kV Substation. |
| LOT/EKEDC/SS/4 | i. Upgrading of 2x45MVA, 132/33kV power transformer with 2×100/125 MVA. 132/33kV and
ii. Construction of additional 3x33kV feeder bays at Agbara 132/33kV Substation. |

ii. Eko Atlantic City Transmission Substation Engineering Design, Procurement, Construction and Commissioning of 2 X 60MVA 132/33kV Eko Atlantic City GIS Substation. |
ELIGIBILITY REQUIREMENTS (NIGERIAN COMPANIES ONLY)
Suitable Nigerian Companies are invited to participate in the pre-qualification exercise by submitting the following pre-requisite requirements
(a) Certificate of Incorporation with the Corporate Affairs Commission (CAC) in Nigeria with forms (C02 and C07).
(b) Current Tax Clearance Certificate for the past three Years valid till Dec. 2019
(c) Company Audited Financial Statement for the period of 2018 – 2020 duly stamped by a registered Audit firm.
(d) PENCOM Compliance Certificate valid till 31st December 2021.
(e) Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December 2021.
(f) Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till31stDecember 2019.
(g) NEMSA Compliance Certificate valid till 31st December 2021.
For Joint Venture Partnerships, the Joint Venture Agreements must be signed by all the parties, a copy of which must be attached. In addition, all partners meet the above requirements.
QUALIFICATION REQUIREMENTS
The under-listed qualification requirements applies to Applicants, including joint ventures
(a) Minimum average Annual Construction turnover over the past three (5) years as shown below:
-Two hundred and fifty million Naira (NGN250, 000,000.00)
(b) The Applicant shall demonstrate that it has access to, or has available liquid assets, unencumbered real assets, lines of credit, and other financial means [independent of any contractual advance payment) sufficient to meet the construction cash flow requirements.
(c) Evidence of Experience of at least two (2) projects of similar nature and complexity completely executed in the last five years, including final Taking-Over Certificates from clients.
(d) All equipment, materials, and switchgear to be imported and used under the TCN/EKEDC must come from Manufacturers who have EuropeanCertification and or KEMA such that such can be shipped via Europe, and those from Americas, Japan should be pre-approved and accepted by us. Evidence of Such Certification must be submitted along with the Prequalification Documents. Companies will not be allowed to change origin before and after submission of OEM.
(e) Company Profile including: Populated organizational structure and key professional staff with relevant experience on high voltage power lines and substations.
SUBMISSION OF DOCUMENTS
One soft and two hard copies of the documents are to be submitted. The names and mailing addresses of the applicant Companies must be clearly marked on the envelope(s) bearing the submissions. All the information requested for pre-qualification must be provided in English Language by all applicants.
Failure to provide information/supporting documents that is essential for the evaluation of applicant’s qualifications, or to provide timely clarification or substantiation of the information supplied, may result in disqualification of the applicant. Completed pre-qualification Applications should be submitted in sealed envelopes clearly marked “APPLICATION FOR PRE QUALIFICATION for any or a combination of the followings:

OPENING OF APPLICATIONS
Opening of applications will be by 12:00 Noon Wednesday 21st July, 2021 at the above-stated address.

a. Applications submission after the deadline shall be returned unopened to the respective Applicants.
b. EKEDC reserves the right to verify any claim by Applicants and should, therefore, include in their submissions Necessary authority and guarantee for such verification.
