1. The Federal Government of Nigeria (FGN) has received financing from the World Bank toward the cost of the Livestock Productivity and Resilience Support (L-PRES) Project, State Coordination Office (SCO), Enugu intends to apply part of the proceeds toward payments under the contract for Establishment of Integrated Livestock Development Center in Ubahu, Enugu state.
The Enugu L-PRES now invites sealed Bids from eligible Bidders for Establishment of Climate Smart Irrigated Pastures Farm and Aquaponics systems at Ubahu Town in Nkanu East LGA of Enugu state with a completion period of 16 months (1 year and 4 months).

2. Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers – Procurement in Investment Projects Financing, Revised Edition of February 2025 (“Procurement Regulations”), address available on www.worldbank.org/procure and is open to all eligible Bidders as defined in the Procurement Regulations.
3. Interested eligible Bidders may obtain further information from State Project Coordination Office – Livestock Productivity and Resilience Support (L-PRES) Project, No. 11/13 Ubosi Street, Behind Fire Service Teachers House, Otigba Junction, New Haven, Enugu, Enugu State, Nigeria and purchase the Bidding document during office hours 0900 – 1600 at the address given below.
4. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred Thousand Naira (NGN 100,000.00) only for each package. The method of payment will be by bank draft or direct transfer in favour of the following Acct Name: Enugu State L-PRES Project; Bank: Zenith Bank; Acct No. 1229388823. Proof of payment to be presented at the address below. At the bidder’s request, the documents could also be sent by courier after paying an additional fee to cover the delivery cost.
5. Bids must be delivered to the address below on or before 12 noon on Wednesday, August 13, 2025. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below by 12 noon on Wednesday, August 13, 2025.
6. All Bids must be accompanied by a “Bid Security” of in the amount stated above.
7. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
