REQUEST FOR PROPOSAL (RfP) FOR THE ENGAGEMENT OF AN INSURANCE BROKER FOR
THE PROVISION OF BROKERAGE SERVICES FOR LIFE ASSURANCE POLICY TO THE
FEDERAL CAPITAL TERRITORY INTERNAL REVENUE SERVICE

BACKGROUND:
The FCT Internal Revenue Service (FCT-IRS) is an agency established by an Act of National Assembly (FCT-IRS Act 2015) to administer tax and non-tax revenues accruable to the Federal Capital Territory, and is thus responsible for the collection of all the taxes collectible by a state government in accordance with the Taxes and Levies (approved List of Collection) Act of 1998 as amended. The Service is also responsible for harmonizing the collection of all other revenues accruable to the Federal Capital Territory.

In line with its statutory mandate and obligations, the Service has earmarked funds for the provision of Life Assurance policy cover and brokerage services as detailed in paragraph 2 and 3. The Service therefore seeks to engage a reputable and competent Insurance Brokerage Company for the provision of above-mentioned services for the year 2025. To this end, interested Insurance Brokers with requisite experience are hereby requested to submit proposals (RfP) to provide the above-mentioned services.

2. OBJECTIVE OF THE ASSIGNMENT:
The objective of the assignment is the provision of Group Life Assurance Policy Cover and Insurance Brokerage Services to the Federal Capital Territory Internal Revenue Service, to cover permanent staff & contract staff. Below are some of the major objectives expected to be derived from the assignment:
• Provide financial protection: Offer a death benefit to the beneficiaries of insured employees in the event of their passing.
• Attract and retain employees: Group Life Insurance is often used as an employee benefit to attract and retain top talent.
• Support employee well-being: Demonstrate an employer’s commitment to the well-being and financial security of their employees and their families.

3. SCOPE OF THE SERVICES:
The scope of the services involves the engagement of an Insurance Broker in the provision of Life Assurance Policy as detailed below:
i. UNDERWRITER FOR GROUP LIFE ASSURANCE POLICY:
• Policy Administration: Manage Group Life Assurance Policy, including enrolment, premium payment, and claims processing.
• Risk Assessment: Assess the risk profile of the group and determine premium rates.
• Benefit Design: Design and customize group life insurance benefits to meet the needs of the employer and employees.
• Policy Maintenance: Update and maintain policy records, including changes to employee coverage and beneficiary information.

ii. Insurance Broker:
• Act as a bridge between the FCT-IRS and the Life Assurance Company in the provision of Group Life Assurance Policy Cover for the FCT-IRS.
• Advise FCT-IRS on all its Life Assurance Policy matters.
• Fashion out modalities for the Group Life Assurance Policy.
• Negotiate rate for fair and reasonable premium payable.
• Receive debit advice on premium from engaged Insurer.
• Submit Quarterly/Annual performance evaluation report on the Insurer under this contract to the Office the Director Human Resources two weeks before the expiration of the policy cover.
• Monitor the solvency and financial stability of Insurer and advise the Service accordingly.
• Pursue Insurer for timely issuance of policy cover certificate, payment of claims, and endorsement of certificates and deliver such documentation to the Service.

4. DURATION OF THE ASSIGNMENT:
The duration of this engagement shall be (1) year, effective from the date of acceptance of offer and signing of contract agreement with the FCT-IRS and renewable upon satisfactory performance, while the proposal is to be valid for a period of 120 days.

5. ELIGIBILITY / REQUIREMENT:
Interested Insurance Brokers who wish to do business with the FCT-IRS shall possess the criteria stated below. In specific terms, the following documents shall be submitted in support of the expression of interest:
i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
ii. Evidence of Tax Clearance Certificate for the last three (3) years valid till December, 2025;
iii. Evidence of current Pensions Compliance Certificate valid till 31st December, 2025;
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025;
vi. Evidence of current registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of interim Registration Report (IRR) expiring 31st December, 2025 or valid Certificate issued by BPP;
vii. Sworn affidavit stating:
• whether or not any officer of the Federal Inland Revenue Service (FIRS) or Bureau for Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder, none of the Directors has been convicted in any country for any criminal offence relating to fraud or financial impropriety, and to confirm that all information presented in its bid are true and correct in all particulars;
• A sworn affidavit that the company is not in receivership or Financially/Legally Encumbered; and
• A sworn affidavit that the company is not a replacement for a hitherto tax defaulting company.
viii. Valid evidence of membership of Nigerian Council of Registered Insurance Brokers;
ix. Valid professional indemnity issued by underwriter;
x. Verifiable documentary evidence of at least three (3) similar assignments successfully executed in the last five (5) years (Engagement letters/contract agreements/Job completion certification/Evidence of payment, etc.);
xi. Company’s Audited Accounts for the last three (3) years – 2022; 2023 and 2024 evidencing average turnover as reflected on tax clearance certificate;
xii. Evidence of financial capacity to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility to the tune of N50Million for the execution of the assignment if required;
xiii. For Joint Venture/Partnership, Memorandum of understanding (MOU) should be provided (All eligibility criteria are compulsory for each JV partner); and
xiv. All documents for submission must be transmitted with a covering/forwarding letter under the company’s letterhead paper bearing amongst others, the registration number (RC) as issued by Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM No.) and e-mail address. The letter head paper must bear the names and nationalities of the directors of the company at the bottom of the page duly signed by the authorized officer of the firm.

6. NOT ELIGIBLE:
All Contractors who have defaulted on previous contract(s) awarded to them by FCT-IRS/Federal Government.

7. COLLECTION OF (RfP) DOCUMENTS:
Prospective and interested Insurance Brokers are expected to collect Request for Proposal (RFP) from the Procurement Department at No. 11 Kwame Nkrumah Crescent, Asokoro, Abuja, from 26th May to 11th June, 2025.

8. SUBMISSION OF PROPOSALS (RfP):
Prospective and interested firms are to submit Two (2) hard copies each of technical proposal in separate and financial proposals packaged in sealed envelopes and clearly marked with ‘Technical Proposal’ and ‘Financial Proposal’ addressed to the undersigned, and the reverse of each sealed envelope should have the name and address of the bidder and drop at the designated tender in the Procurement Department, not later than 12:00 noon, Wednesday 11th June, 2025. (during working hours of 9.00am – 4.00pm daily except on weekends and public holidays). Please note that the Service (FCT-IRS), will not be held liable for misplaced or wrongly submitted proposals. Any document submitted after this deadline of 12.00noon on Wednesday 11th June, 2025 shall be rejected.

9. OPENING OF TECHNICAL PROPOSALS:
The technical proposal will be opened immediately after the deadline for submission at 12.00noon of Wednesday 11th June, 2025, at the address stated in paragraph 7 above in the presence of the Bidders or their Representatives, approved Civil Society Organization(s) and the general public who choose to witness the opening.

b. Proposals must be in English Language and signed by an official authorized by the bidder;
c. Proposals submitted after the deadline for submission would be returned unopened;
d. All cost will be borne by the bidders;
e. Please ensure that you sign the proposal submission register in the office of the Director Procurement as stated in paragraph 7 above, as FCT-IRS will not be liable for misplaced or wrongly submitted bids.
f. Successful Bidders will be contacted at a later date for collection of engagement letter, while the unsuccessful ones will be de-briefed.

11. DISCLAIMER:
a. The FCT-IRS reserves the right to verify claims made by any Bidder.
b. Tendering false documents is an offence and will lead to exclusion from the tendering process and prosecution.
c. FCT-IRS is not bound to issue engagement letter to any tenderer and reserves the right to annul the Procurement process at any time without incurring any liabilities in line with section 28 of PPA 2007.
d. In line with executive order 001 of May 18th 2017, all bidders are to provide verifiable statement on the local content of the works to be done and goods to be supplied.
