INVITATION TO TENDER
1. INTRODUCTION
In compliance with the Public Procurement Act, 2007, the Federal College of Education (Technical) Gombe intends to undertake the procurement of various works and goods for its Year 2024/2025 (MERGED) TETFund Normal/Annual Intervention Project and Year 2024/2025 (MERGED) TETFund Maintenance Intervention Project. In view of this therefore, the College hereby invites interested competent and reputable companies/firms for Technical and Financial submission in respect of the following projects:-
Interested bidders shall enclose in their submission a clear colored photocopy or scanned colored copy of the following items:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7 (Only a Limited Liability Company). A copy of written list on a company letter headed paper with a clear names and address of company directors, Nationality and a registered office shall be included;
b. Evidence of filing of Company’s current Annual returns/ Active status on CAC website;
c. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025;
d. Evidence of Pension Compliance/Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
e. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or bidders annual turnover is N50 million and above).
f. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
g. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or valid Certificate issued by BPP.
h. Sworn Affidavit which shall include the following:
– disclosing whether or not any officer of the relevant committees of the Federal College of Education (Technical), Gombe or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
– that the company, after winning the contract shall not sub-let out in whole or in part of the contract without the prior knowledge and approval of the College.
i. Company’s Audited Accounts for the last three (3) years – 2022, 2023 & 2024, the turnovers shall correspond with those in the Tax Clearance Certificate; and the minimum average three year shall not be less than what is specified against each project above and clearly indicated in the SBDs.
j. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project (In case of construction project), including copies of their Academic/Professional Certificates such as COREN (Electrical, Mechanical and Structural), QSRBN, ARCON, CORBON etc.; with evidence of renewal of annual practicing licence of the current year.
l. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last four (4) years- 2021, 2022, 2023 and 2024 (which shall reflects your TCC turnover) This shall include: Letters of Awards, Job Completion Certificates and coloured Photographs of the projects; (valid e-mail address and phone numbers of the institution where the project claimed was executed or is being executed for confirmation).
m. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement of not more than two (2) years back;
n. A written letter of authority from a company through their legal adviser/officer to the College to verify all documents submitted with relevant agencies/persons. And another one confirming the level of engagement, names, consent and willingness of the listed company professional’s to be deployed to serve in the projects with their active contact GSM numbers and Email address against each name for direct confirmation.
o. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided indicating among others the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV
partner);
Note: All documents for submission shall be transmitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Head Paper and shall bear amongst others the following: the Registration
Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address which clearly indicates the current main office Address and street name and number, active telephone number(s) (preferably GSM No.), and a valid e-mail address for all correspondence. The Letterhead Paper must bear the Names and Nationalities of all the Directors of the Company and shall be duly signed by the authorised officer of the firm.
B. COLLECTION OF TENDER DOCUMENTS AND ADDITIONAL
INFORMATION All Contractors are to obtain a copy of Bill of Quantities/ Standard Bidding Documents and additional information from the Procurement Department upon presenting/showing evidence of payment of non – refundable Processing fees of Ten Thousand Naira (N10, 000.00) only as from Wednesday, 3rd. September, 2025. The fees are to be paid the College REMITA payment platform/ the College statutory accounts, details of which can be obtained from the College Bursary Department.
1. SUBMISSION OF BIDS DOCUMENTS
Prospective bidders are to submit their completed Financial and Technical bids for a particular lot desired in one big/large common envelope and marked appropriately as: CONFIDENTIAL: “TECHNICAL/FINANCIAL/TENDER BID” FOR “STATING THE NAME OF THE PARTICULAR PROJECT APPLYING FOR” at the Top hand corner of envelope; and also indicate the company’s name, telephone number and the mailing address at the reverse side of envelope and address to:

All completed bid documents must be submitted on or before 12:00pm on Thursday, 2nd. October, 2025 at office of The Secretary Tender’s Board, Procurement Department, FCE (T) Gombe, Gombe State.
Please ensure that you sign the Bid Submission Register in the above named office, as the College will not be held liable for misplaced or wrongful submission of Bids.
2. OPENING OF BIDS DOCUMENTS:
All Bids Documents would be opened immediately after the deadline for submission at 12:00pm on Thursday, 2nd. October, 2025 in the College’s Academic Board Room of the New Administrative Block.
3. PLEASE NOTE:
a. For effective and timely project delivery, interested company shall bid for only one Lot please.
b. The College shall carry out post qualification (Due diligence) on all the documents and claims made. In the process, all original documents including those whose copy are requested above may be required for sighting and the College, without hesitation can disqualify any company whose claims are found to be doubtful,
false or misleading.
c. Bidders who have worked for the College and have a history of poor, or none performance, abandonment, termination and or prolonged contract execution period without any reason need not apply.
d. To avoid collusive tendering, two or more companies sharing the same Directors/shareholders, same registered office address, or same Telephone number/E-mail address shall not apply for the same or different lots at the same time in this process. Only one of such company sharing same listed information above with any other companies is allowed to participate in the whole process.
e. Bidders are at liberty to use PEN to make pricing or price directly and print from the soft copy and make submission in hard copy as instructed above.
f. All bidding documents (Technical and Financial) shall be paginated using PEN and duly signed uniformly page by page from beginning of covering/forwarding letter to ends of each documents. Failure of which shall result in outright disqualification.
g. All copied of Professional certificates shall be in colored form, stamped/sealed and signed by the relevant and respective professionals for the project with his GSM/Telephone number written. The name and membership number on seal/stamp embossed ‘original’ on membership certificates/credentials by the respective professionals shall corresponds with the name and membership number on the professional certificate.
h. The College will not accept any other professional on project site without any strong and convincing reason, but the ones presented and qualified originally by the successful contractors in their submissions.
i. Any company found to have contain in their profile: a name, C.V, or professional certificate of any staff of the College would be out rightly disqualified.
j. All expenses incurred associated with the preparation of the bids documents shall be borne by the prospective bidder.
k. All the documents required shall be arranged and submitted neatly in the order listed above.
l. None compliance to the instruction shall lead to outright disqualification.
m. The College reserves the right to disqualify any, or all of the bid submissions that appears suspicious, questionable or doubly.
n. This invitation shall not be construed to be commitment on the part the College, nor shall it entitle any company to make any claims whatsoever and seek indemnity by virtue of having responded to
this advertisement.
o. Both Technical and Financial Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti- Corruption and Transparency and Private Professional bodies; and will be covered by video recording. Members of the public and bidders or their representatives who chooses to may join the bid opening;
p. The College is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
