INVITATION TO TENDER FOR THE EXECUTION OF PROJECTS IN 2025 APROPRIATION
1.0 INTRODUCTION:
1.1 The Federal Government of Nigeria has allocated some funds to the Federal Government Girl’s College, Calabar, Cross River State in the year 2025 for the execution of Policies, Programmes and Projects towards achieving the mandate of the College. Accordingly, the College wishes to invites reputable Contractors/Vendors with relevant proven competence and experience to submit tender for the execution of the following projects in compliance with the Public Procurement Act (PPA), 2007.
2. SCOPE OF WORKS:
Category A: WORKS
3. ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under-listed requirements to be eligible in the procurement;
i. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Form CAC02 and CAC07 or Form CAC11;
ii. Evidence of Company’s current Tax Clearance Certificate for the last three years (2022, 2023 and 2024) valid till 31st December, 2025 with a minimum average annual turnover of N300 Million for Works;
iii. Evidence of current Pension Compliance ‘Certificate valid till 31st December, 2025;
iv. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) clearance certificate valid till 31st December, 2025;
v. Evidence of current Industrial Training Fund (ITF) certificate valid till 31st December, 2025;
vi. Interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP) to confirm registration as a Contractor on the National Database ‘Certificate valid till 31st December, 2025;
vii. Evidence of Financial capability to execute the job, by submission of Reference Letter from a reputable Commercial Bank with willingness to provide credit facility when needed;
viii. Sworn Affidavit:
a. Disclosing whether or not any officer of the relevant committees of the Federal Government Girl’s College, Calabar, or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;
b. That the company is not in receivership, insolvent or bankrupt.
c. That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety;
d. Company Audited Account for the last three (3) years (2022, 2023 and 2024) and duly acknowledged by the Federal Inland Revenue Services (FIRS).
e. Company’s Profile with the Curriculum vitae of key Staff to be deployed for the project including copies of their Academics/Professional qualifications (ARCON, COREN, QSRBN, CORBON);
ix. Verifiable documentary evidence of at least three (3) similar jobs successfully executed in the last five (5) years including letters of awards, Valuation Certificates and/or job completion certificates and Photographs of the projects;
x. List of plants and Equipment with proof of ownership or seal lease agreement,
xi. G1 and G2, for Vehicle only Companies included in the National Automotive Design and Development Council’s approved list of Local Manufacturers of Vehicles or Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs) with a minimum average annual turnover of N110 Million.
xii. All documents for submission must be transmitted with a Covering /Forwarding Letter under the Company’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC) contact Address, Telephone Numbers (preferable GSM No) and valid e-mail address and official company’s address. The Letter Head Paper must bear the Names, Nationalities and telephone number of the Directors of the company at the bottom of the page.
xiii For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITC Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV Partner).
4. COLLECTION OF TENDER DOCUMENTS
Interested and competent bidders are requested to collect the Standard Bidding Documents (SBD) from the Principal’s office upon presentation of evidence of payment of non-refundable Tender Fee of N10,000:00 per lot to the Federal Government Girl’s College, Calabar REMITA account in any commercial bank in Nigeria,

Prospective bidders are to submit two (2) hard copies each of the Technical and financial bids with softcopy of financial bid only in SMS Excel format, packaged separately in sealed envelope and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Principal, Federal Government Girl’s College Calabar, Cross River State and clearly marked with (the name of the project and the Lot Number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the Vice Principal (Special Duties) office, Administrative Block, Federal Government Girl’s College Calabar or for enquiries call 07069629636,
6. OPENING OF BID DOCUMENTS:
The Bids will be opened immediately after the deadline for submission at 12:00 noon on Wednesday, 29th October 2025, in the College Conference Room, FGC, Calabar. Bidders/Company representatives and interested members of the public, including relevant professional bodies, Civil Societies and Non-governmental Organizations are hereby invited to witness the opening.
7. GENERAL INFORMATION:
i. Certificates may be referred to the respective issuing authority for verification and authentication.
ii. Bids submitted after the deadline for submission would be returned unopened,
iii. Bidders should not bid for more than one (1) lot.
iv. Bids wrongly packaged will be rejected.
v. All costs of submission of tender documents will be borne by the bidders,
vi. Presence of bidders/representatives and members of the public are required during the bid opening ceremony.
vii. Only pre-qualified bidders will be contacted at a later date for financial bid opening, while financial bids of unsuccessful bidders will be returned unopened;
viii. Federal Government Girl’s College Calabar, Cross River State is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
ix. All submissions must be made only in English language,
x. Due diligence exercise may be conducted to verify the claims made by bidders.
