INVITATION FOR PREQUALIFICATION FOR THE SUPPLY AND INSTALLATION OF OCEANSTOR DORADO ALL-FLASH PRIMARY AND DR SITE STORAGE DEVICE IN (LOT 1 & 2)
1. INTRODUCTION
The Federal Inland Revenue Service (FIRS) of Nigeria is a Federal Government Agency established by the FIRS establishment Act 2007, to administer tax on behalf of the Federation. Its vision is to deliver quality service to taxpayers in partnership with other stakeholders and make taxation the pivot of national development. Its mission is to operate an efficient and transparent tax system that optimizes tax revenue collection and voluntary tax compliance. As a follow up to the General Procurement Notice (GPN) published on FIRS website, Blueprint newspaper, Business Day newspaper and Federal Tenders of Monday march 20, 2023. The service has appropriated funds in the 2023 approved FIRS budget for the procurement of servers and storage devices and is now desirous to procure the devices for the FIRS Primary Storage (HQ) and Disaster Recovery Storage (DR Site) to enhance operational efficiency and optimal performance.
The service is hereby inviting prospective and eligible companies to prequalify for the SUPPLY AND INSTALLATION OF PRIMARY (HQ) AND DISASTER RECOVERY (DR0 SITE STORAGE DEVICE IN LOTS
2. SCOPE OF WORK
The scope of work is Supple and Installation of All-Flash Storage HQ (lot 1 & lot 2) and DR Site (lot 1 & lot 2) as described below

3. ELIGIBILITY REQUIREMENTS
Prospective vendors with requisite experiences are expected to possess the following;
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7;
b) Evidence of Company’s Income Tax Clearance Certificates for the last three (3) years valid till 31st December 2023;
c) Evidence of Pension Clearance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2023;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2023 or valid Certificate issued by BPP;
g) Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the Federal Inland Revenue Service or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
h) Company’s Audited Accounts for the last three years (2020, 2021 & 2022) with turnovers corresponding with those on the Tax Clearance Certificate;
i) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSDRBN, ARCON, CORBON etc;
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l) List of Plants/Equipment with proof of Ownership/Lease agreement;
m) Authorization letter from the Original Equipment Manufacturer (OEM) to deal in the product
n) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
Note: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
4. NOT ELIGIBILITY
All contractors who have defaulted on previous contract(s) awarded to them by FIRS/Federal Government.
5. DISQUALIFICATION
Any bidder(s) who directly or indirectly attempts to influence in any manner this procurement process to obtain an unfair advantage in the award of this procurement contracts in contravention of section 58(4c) of the PPA 2007s (as amended), shall be disqualified and reported to appropriate authority for prosecution.
6. SUBMISSION OF PRE-QUALIFICATION DOCUMENTS:
Prospective and interested bidders are to submit Pre-qualification documents in one hard copy (Original) package in a sealed envelope and clearly marked with “name of the project” as appropriate and addressed to the undersigned, bearing the name and address of the company. Prequalification documents are to be submitted no later than 12:00 noon, 4th September, 2023.

The envelope must be registered with the designated officer in charge at Room 002 Procurement Department and thereafter dropped in the designated tender box. Any pre-qualification document received after the date and time specified above stands automatically disqualified. Please ensure that you sign the bid submission register, as FIRS will not be liable for misplaced or wrongly submitted bids.
7. OPENING OF PRE-QUALIFICATION DOCUMENTS
All prequalification documents received in response to this advertisement will be opened immediately after the deadline for submission at 12:00 noon, 4th September, 2023, at the address stated in paragraph 6 above in the presence of the companies or their representatives, Civil Society organization(s) and the general public who choose to witness the opening. Prospective contractors should ensure that they sign the bid submission register in the office of the Director Procurement as stated in paragraph 6 above. FIRS will not be liable for misplaced or wrongly submitted pre-qualification documents.

• The technical bids will be opened in the presence of CSOs and professional bodies and covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online.
• Only pre-qualified bidders at technical evaluation will be invited at later date for collection of Request for Proposals.
9. DISCLAIMER
a. The Federal Inland Revenue Service reserves the right to verify claims made by any contractor.
b. Tendering false documents is an offence and will lead to exclusion from the tendering process and prosecution
c. FIRS is not bound to prequalify and bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.
