INVITATION TO TENDER FOR THE PROCUREMENT OF GOODS, WORKS AND CONSULTANCY FOR THE EXECUTION OF 2021 CAPITAL PROJECTS.
INTRODUCTION
In compliance with the provision of Public Procurement Act, 2007. The Federal Institute of Industrial Research, Oshodi, a Parastatal under The Federal Ministry of Science and Technology intends to use her budgetary allocation for the procurement of Goods, Works and Services toward achieving her mandate as appropriated by the Federal Government in 2021 Capital Budget.

ELIGIBILITY REQUIREMENTS
i. Evidence of Certificate of Incorporation issued by The Corporate Affairs Commission (CAC), including Form CAC 1.1 or CAC 2 and CAC7. Business Name is also acceptable for Services;
ii. Evidence of Company Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the Last three (3) years valid till 31st December 2021, with minimum average annual turnover of N20 million;
iii. Evidence of Pension Clearance Certificate valid till 31st December 2021;
iv. Evidence of current Industrial Training Fund(ITF) Compliance Certificate valid till 31st December 2021;
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2021;
vi. Evidence of Registration on the National Database of the Federal Contractors, Consultant and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2021 or valid issued by BPP Certificate;
vii. Sworn Affidavit disclosing whether or not any officer of the relevant Committees of Federal Institute of Industrial Research Oshodi, Federal ministry of Science and Technology or the Bureau of Public Procurement is former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
viii. Company’s Audited Account for the last three (3) years-2018, 2019 and 2020;
ix. Evidence of Financial Capability to execute the project by submission of a reference letter from a reputable Financial Institution indicating willingness to provide credit facility when needed;
x. Company’s Profile with the Curriculum vitae of key staff to be deployed for the project, including copies of their Academic/Professional Qualifications;
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including letters of Award, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
xii. Works: List of Plants/Equipment with proof of Ownership/Lease;
xiii. Services: Evidence of Firm’s current registration with relevant regulatory professional body(ies);
xiv. Evidence of current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA);
xv. For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
xvi. For Joint Ventures / Partnership, Memorandum of Understanding (MoU) should be provided(CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR and Sworn Affidavit are compulsory for each JV partner);
xvii. All documents for submission must be transmitted with a covering letter under the Company’s letter head bearing among others, The Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (Preferable GSM No) and e-mail Address. The letter headed paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the company.
COLLECTION OF TENDER DOCUMENTS (CATEGORY A&B)
Interested companies are to collect Standard Bidding Document (SBD) in office of the Director of Procurement, Ground Floor, Administrative Building of the Federal Institute of Industrial Research Oshodi, during working days, between 10am-3pm, upon presentation of evidence of payment of non-refundable tender fee of N10,000.00 per lot in favour of Federal Institute of Industrial Research Oshodi (FIIRO) by using the Central Bank of Nigeria (CBN) payment gateway platform that can be accessed from the REMITA website at www.remita.net (FIIRO GIFMIS CODE: 12020427).
SUBMISSION OF BID DOCUMENTS
Interested Bidders are required to prepare and submit their Technical and Financial Bids in sealed envelopes. To be clearly written at the top right corner of each envelope are: the Project title, Lot Number, Company’s Name, and Technical Bid or Financial Bid, as the case may be. Both envelopes shall be enclosed in a bigger envelope with the inscription at the top right corner of the envelope, the Company’ name and Lot number and should be addressed to: the DG/CEO Federal Institute of Industrial Research Oshodi, and dropped at the office of the Director of Procurement, Ground Floor, Administrative Building, Federal Institute of Industrial Research, FIIRO Road, Off CAPPA bus stop, Behind Digital Bridge, Oshodi, Lagos, not later than 12:00 noon on Tuesday 3rd August 2021.
Bidder should ensure that all bids are submitted in the appropriate tamperproof boxes provided for them and collect receipt upon submission of the bids as FIIRO will not be held responsible for misplacement or wrongly submitted bid.
SUBMISSION OF EXPRESSION OF INTEREST (EOI)
Interested firms are to submit two (2) bound of Expression of Interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the DIRECTOR GENERAL/CEO as stated above; and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box in the office of the Director Procurement, Federal Institute of Industrial, Oshodi, P.M.B. 21023, Ikeja, Lagos State not later 12:00 noon, Tuesday 6th July, 2021.
OPENING OF EOI AND TECHNICAL BIDS
The EOI and the technical bids will be opened immediately after the deadlines for submission at 12:00 noon, Tuesday 6th July, 2021 and 12:00 noon on Tuesday 3rd August 2021, in the Institute’s Auditorium, while the Financial Bids will be kept un-opened. Interested Bidders may obtain further information from the Procurement Department of the institute.
GENERAL INFORMATION
i. Failure to satisfactorily fulfill these conditions as requested above shall result to invalidation of such bid.
ii. FIIRO shall reserve the right to verify the authenticity of claims made by the bidder and reject any submission based on unverifiable information.
iii. Bidders are not allowed to tender for more than two (2) Lots, violation leads to disqualification;
iv. In compliance with COVID-19 guidelines, presence of Bidders or their Representatives and members of the public shall not be required during the bid opening ceremony. The Bid opening will be covered by video recording (Link shall be sent to bidders) with the presence of two (2) representatives of Private Sector Professional bodies and Civil Society Organization in the area of Anti-Corruption/Transparency.
v. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services).
vi. Late submission shall be returned un-opened.
vii. Only pre-qualified at technical evaluation stage will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened.
viii. This advertisement is specifically for projects under 2021 appropriation and shall not be construed as a commitment on the part of the institute to award any or all the listed projects.
ix. FIIRO will not be responsible for any cost incurred by any interested party in connection with any response to this invitation or shall it entitle to any party submitting documents to claim any indemnity from the institute
x. FIIRO is not bound to pre-qualify any bidder and reserve the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of Public Procurement Act, 2007.
