REQUEST FOR PROPOSAL (RfP) FOR THE EXECUTION OF CONSULTANCY SERVICE IN THE NATIONAL ECONOMIC COUNCIL (NEC) SECRETARIAT FEDERAL MINISTRY OF BUDGET AND ECONOMIC PLANNING
1. INTRODUCTION
1.1 The Federal Ministry of Budget and Economic Planning in furtherance of its statutory mandate intends to embark on the implementation of its capital projects for the financial year 2025 in compliance with the Public Procurement Act (PPA), 2007.
1.2 Accordingly, the Ministry hereby invites qualified, interested and eligible consultant/consulting firm to participate in the submission of Request for Proposal (RfP) as specified in the table below.
2. SUMMARY OF PROJECTS

3. ELIGIBILITY REQUIREMENTS:
The general public may wish to be guided that all procurement activities of the Ministry shall be fully governed by the Public Procurement Act (PPA) 2007 and the Federal Government Executive Order on Transparency, whereby the following minimum eligibility criteria separated by divider and also arranged in the same order are expected to be met by all prospective bidders, consultant and consulting firm:
i. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC), including Forms CAC1 or CAC2 and CAC7;
ii. Evidence of Company Income’s Tax Clearance Certificates for the last three (3) years, valid till 31st December 2025; with minimum average turnover of N30 million;
iii. Evidence of Pension Clearance Certificate, valid till 31st December 2025;
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate, valid till 31st December, 2025;
v. Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Clearance Certificate, valid till 31st December, 2025;
vi. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or valid Certificate issued by the BPP.
vii. Sworn Affidavit disclosing the following:
a. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal Ministry of Budget and Economic Planning or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
b. That neither the Company nor any of its Directors is Bankrupt or in receivership and
c. That none of the Directors has been convicted in any court of law on any criminal offence
viii. Company’s Audited Accounts for the last three years (3) (2022, 2023, 2024) with an average turnover of Thirty Million (30,000,000.00) Naira;
ix. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five years, including letters of awards/job completion certificates;
x. Company Profile, with Curriculum Vitae of Key Staff, to be deployed for the projects including copies of their academic/Professional qualifications;
xi. Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
xii. Only Companies registered with the Centre for Management Development (CMD) should bid;
xiii. Joint venture/partnership is not acceptable;
Note; All document for submission must be transmitted with a Covering/Forwarding letter under the company/firm’s Letter Head Paper bearing amongst others, the Registration Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4. COLLECTION OF TENDER DOCUMENTS
Interested bidders are to collect Tender Documents from the Office of the Director Procurement, Room 214, 2nd Floor, Federal Ministry of Budget and Economic Planning, Plot C3 1010, Adekunle Fajuyi Street, Central Business District, Abuja, within working hours Monday to Fridays upon the presentation of evidence of payment of non-refundable Tender Fee of N10,000.00.
5. SUBMISSION OF REQUEST FOR PROPOSAL (RfP)
Prospective bidders/consulting firm are to submit Request for Proposal (RfP) in two (2) hard copies along with their soft copies. The Technical Proposal and Financial Proposal are to be Packaged separately in sealed envelopes and clearly marked as “Technical Proposal” or “Financial Proposal”. Thereafter put the two sealed envelopes together in a bigger sealed envelope addressed to The Permanent Secretary, Federal Ministry of Budget and Economic Planning, Plot C3 1010, Adekunle Fajuyi Street, Central Business District, Abuja and clearly marked with the name and Lot no. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the designated tender box at the Tender Secretariat, Procurement Department, 2nd Floor, Federal Ministry of Budget and Economic Planning, C31010 Adekunle Fajuyi Street, Central Business District, Abuja, not later than 12:00 noon on the 30th of June, 2025.
6. OPENING OF TECHNICAL PROPOSALS
The Technical Proposal will be opened immediately after the deadline for submission at 12:00 noon on the 30th of June, 2025 in the general Conference Room, (4th floor, Federal Ministry of Budget and Economic Planning, C31010 Adekunle Fajuyi Street, Central Business District, Abuja) in the presence of bidders or their representatives. Please ensure that you sign the Bid submission register in the office of the Director Procurement, as the Federal Ministry of Budget and Economic Planning will not be held liable for misplaced or wrongly submitted bids.
7. GENERAL INFORMATION
i. Request for Proposal (RfP) documents must be in English language and signed by an official authorised by the bidder;
ii. Request for Proposal (RfP) documents Submitted after the deadline for submission would be returned un-opened;
iii. All cost will be borne by the bidders;
iv. Only Shortlisted bidders/consultant will be Invited at a later date for Financial Proposal Opening;
v. The Federal Ministry of Budget and Economic Planning is not bound to shortlist/pre-qualify any bidder/consultant and reserve the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
vi. Non-Compliance to any of the instructions listed above will lead to disqualification.
