1. The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Agro Climatic Resilience in the Semi-Arid Landscapes (ACReSAL) project and intends to apply part of the proceeds toward payment under the contract PROCUREMENT OF PROJECT OPERATIONAL AND MONITORING VEHICLES FOR FEDERAL PROJECT MANAGEMENT UNIT & UNIT MINISTRIES DEPARTMENTS AND AGENCIES.

2. The Agro Climatic Resilience in the Semi-Arid Landscapes (ACReSAL) project now invites sealed bids from eligible Bidders for the PROCUREMENT OF PROJECT OPERATIONAL AND MONITORING VEHICLES FOR FEDERAL PROJECT MANAGEMENT UNIT & MINISTERIES DEPARTMENT.

3. Bidding will be conducted through National competitive procurement (NCB) using a Request for Bids (RFB) as specified in the World Bank’s procurement regulations for IPF Borrowers” 2021 edition, and is open to all eligible bidders as defined in the Procurement Regulations.

4. Interested eligible bidders may obtain further information from Federal Project Management Unit – Agro Climatic Resilience in the Semi-Arid Landscapes (FPMU-ACReSAL) Project and inspect the bidding document during office hours of 9am to 5pm at the address given below excluding public holiday.

5. The Bidding document in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of N50,000. The method of payment will be cash. The document will be sent to the bidder by email or courier on request at the cost of the bidder.

6. Bids must be delivered to the address below on or before 16th June, 2023 at 11:00 hours. Electronic Bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the Bidder’s designated representatives and anyone who chooses to attend at the address below on 16th June, 2023 at 11:30 hours.

7. All bids must be accompanied by a bid security of N20.8M in the form of Bank Guarantee.

8. Attention is drawn to the procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the contract award notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

9. QUALIFICATION REQUIREMENTS
• Evidence of previous supply (sale) of similar goods proposed for the last 5 years to World Bank/AfDB Assisted Projects or any International Donor Agency.
• Provide evidence of firm’s corporate registration in Nigeria or overseas.
• Audited financial statements for the last 5 years to demonstrate the financial capacity of the bidder in terms of profitability and adequate working capital.
• Have a minimum of Two (2) similar supplies of at least N230M. That have been satisfactorily or substantially completed a prime supplier between January 1 2018 and the submission deadline. The qualifying company must be accredited frontline distributors.
• Minimum average annual turnover in supply of at least N2.7B in the last five (5) years.
• Have liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than N461M.
