TERMS OF REFERENCE (TOR) TITLE: STRATEGIC COMMUNICATIONS SUPPORT FOR THE FEDERAL MINISTRY OF HEALTH AND SOCIAL WELFARE (FMHSW)

1. Introduction The FEDERAL MINISTRY OF HEALTH AND SOCIAL WELFARE (FMHSW) through the SWAp Coordination Office, seeks to enhance public awareness and engagement with its policies, initiatives, and achievements through a strategic communications initiative. This effort requires the expertise of a specialized media and communications firm to develop and execute a channel strategy that effectively communicates the Ministry’s important work.
The selected consulting firm will support FMHSW in leveraging traditional and digital media, stakeholder engagement, and public relations to reinforce government messaging, promote transparency, and facilitate citizen participation in health sector reforms.
Objectives
- Increase public awareness of FMHSW’s policies, programs, and achievements.
- Strengthen stakeholder engagement across government, development partners, and the public.
- Increase public education on key health topics, including maternal health and disease prevention.
- Ensure consistent, strategic messaging across media platforms.
- Foster trust and transparency through regular media engagements and public outreach.
3. Scope of Work
3.1 Media Engagement & Public Relations
- Develop and execute a comprehensive media plan covering print, broadcast, and digital platforms.
- Coordinate interviews and media appearances for FMHSW officials, ensuring clear and consistent messaging.
- Publish editorials, press releases, and policy analyses in top-tier news outlets.
- Manage media placement and partnerships with national and international media houses.
3.2 Social Media & Digital Strategy
- Create engaging digital content, including social media campaigns and infographics.
- Implement the “From the Minister’s Desk” initiative for regular ministerial updates.
- Monitor and respond to social media discussions related to FMHSW activities.
- Deploy influencers and digital ambassadors to amplify key messages.
3.3 Stakeholder Engagement & Community Outreach
- Organize town hall meetings and interactive forums with key stakeholders.
- Facilitate community-led initiatives, including grassroots advocacy campaigns.
- Capture and promote success stories from FMHSW’s interventions in underserved communities.
3.4 Content Development & Production
- Produce high-quality audiovisual content for television, radio, and digital media.
- Develop structured messaging for FMHSW leadership, ensuring coherence across communication channels.
- Implement a dedicated daily video coverage plan for FMHSW activities.
3.5 Monitoring & Evaluation
- Track media engagement metrics, including news coverage, social media reach, and audience engagement.
- Provide analytical reports assessing the impact of communication efforts.
- Adjust strategies based on data-driven insights to improve effectiveness.
Deliverables
- A detailed media engagement strategy and implementation plan.
- Regular press releases and media publications highlighting FMHSW’s work.
- High-quality multimedia content, including interviews, radio jingles, and TV broadcasts.
- Monthly social media performance reports and engagement analytics.
- Documentation of community outreach activities and stakeholder engagement initiatives.
- Impact assessment reports outlining the effectiveness of the communications strategy.
5. Consultant Qualifications The selected firm should demonstrate the following expertise:
- Extensive experience in media relations, strategic communications, and public relations.
- Proven track record in executing large-scale government or development sector communication campaigns.
- Strong digital media expertise, including content creation and social media engagement.
- Experience in stakeholder engagement and community-driven advocacy.
- Familiarity with the Nigerian health sector and policy environment.
6. Duration & Reporting The engagement will last for an initial period of one year, with an option for extension based on performance. The consulting firm will report to the Sector-Wide Coordination Office at FMHSW. Regular progress updates and impact assessment reports will be required.
