INVITATION FOR PREQUALIFICATION/EXPRESSION OF INTEREST (EoI) FOR WORKS, GOODS AND SERVICES

1.0 INTRODUCTION
The Federal Ministry of Works intends to execute some projects as contained in the 2025 Appropriation Act. In compliance with the provisions of the Public Procurement Act, 2007, Finance Act 2020 and other Extant Guidelines for the award of contracts in the Federal Public Service, the Ministry wishes to invite experienced, competent Contractors, Suppliers and Service Providers to submit Pre-qualification and qualified Expression of Interest (EoI) documents for the execution of the Ministry’s selected projects as contained in the 2025 Appropriation Act.

2.0 SCOPE OF WORKS/ASSIGNMENTS
Details of the Scope of Works/Specifications and Assignments are contained in the Bid Documents. The projects are grouped into categories A to C. Bidders are therefore, requested to submit Pre-qualification, Technical and Expression of Interest documents in respect of the categories chosen on the basis of the requirements listed in Sections 3.0, 4.0 and 8.0 of this publication. The projects are listed in categories as contained in the table below:

C.6	Data Collection on the Federal Road Network under the Road Asset Management System (RAMS) Including Deployment of Intelligent Project Management Systems (IPMS)
C.7	Other Consulting and Professional Services: i. Training and Capacity Building, ii. ICT Related Services: Website Development/Deployment, Internet/Network Deployment, Software Acquisition/Projects, e-library/e-Law Library, Electronic Document Management System/Digitalization iii. Sensitization Exercises, Publicity/Enlightenment Programme/Documentaries Making, iv. Maintenance of ICT/Office Equipment v. Facility Management: – Security, Cleaning, Horticultural and Management Services vi. Printing of Security and Non-Security Documents (Manual Reports, Files, Letter Head Papers) vii. Legal Consultancy Services

3.0 ELIGIBILITY REQUIREMENTS
Interested bidders should submit the following documents:
a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7. Business Name is acceptable for Services;
b) Evidence of filling of Company’s current Annual Returns to CAC;
c) Evidence of Company’s Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years i.e. 2022, 2023 and 2024 valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d) Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above;
e) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;
f) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
g) Evidence of Registration on the BPP’s National Database of Federal Contractors, Consultants and Service Providers by submission of a valid Certificate of Registration or Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP;
h) Detailed Company’s Audited Accounts for the last three (3) years -2022, 2023& 2024, duly stamped by the Federal Inland Revenue Service (FIRS);

i) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be accompanied with every eligibility requirements stated in 3A-G above (The MoU shall be explicit of the Lead Company/Partner)
j) A Sworn Affidavit:
disclosing whether or not any officer of the relevant committees of the Federal Ministry of Works or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
ii. that no Partner/ Director has been convicted in any country for criminal offences related to fraudulent or corrupt practices, or criminal misrepresentation or falsification of facts relating to any matter;
iii. that the company does not at the time of this bidding period has any existing loan or financial liability with a bank, other financial institutions or third party that is classified as doubtful, non-performing, bad or whose repayment portion has been outstanding for the last three months.
iv. that the Company is capable of working in the location/area of the project for which they are bidding.
3.2 Local Content, Safety and Social Responsibility
(For categories A,B,C the following shall be further considered at the financial bid submission stage for projects value greater/equal to ₦300million)
a) Indicate the quantum of verifiable employment to be generated stating projected numbers and specialties for skilled (Professional) and unskilled (Non-professional) Manpower;
b) Submit verifiable key Management positions that are Nigerian Nationals and the percentage of the company’s total workforce that will be beneficial to youth employment and community development in Nigeria;
c) All bidders should include description of current Health, Safety and Environment (HSE) procedures, plan, manuals and HSE performance statistics over the last 3 years including HSE manuals and accident statistics for the past five (5) years; and
d) Submit a plan on how to give first consideration to services provided from within Nigeria, raw materials and manufactured goods of Nigerian origin in line with the requirements of Nigerian Content.
e) State the proposed social benefits to be accrued to the host communities where projects/services are domiciled.

4.0 TECHNICAL REQUIREMENTS
a) Bidders’ Experience
Evidence of similar jobs with three (3) letters of awards and Valuation/Job Completion Certificates in the last three (3) years (2022 to date);
b) Plant and Equipment/Warehouse
Verifiable evidence (Machinery Registration Particulars/Identification details and location, including Registration Numbers) of proof of ownership and/or lease of the construction equipment/Warehouse required for the successful execution of these contracts;
c) Financial Capacity
Reference letter from a reputable Commercial Bank in Nigeria, indicating willingness to fund the project if awarded;
d) Registration with Professional Bodies in case of Consultancy Services
Evidence of registration with relevant professional body e.g. NAICOM/Insurance, EHORECON/Cleaning Service, NITDA/CPN/Information Technology, COREN/QSRBN/ARCON/CORBON/SURCON/Construction, NSCDC/Security, ESVARBON/Estate Surveying etc.
e) Manpower
Company’s Profile with Curriculum Vitae of Key personnel including copies of their academic/Professional such as COREN, QSRBN, ARCON, SURCON, CORBON, TOPREC, NIESV, CIPSMN etc.;
f) OEMs
For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);

Note that indigenous companies have an advantage in these categories.

6.0 METHOD OF SUBMISSION
i) Bids must be prepared in English Language and signed by an official authorised by the bidder.
ii) Two copies (Original and Soft Copy) of Technical documents/Expression of Interest (EoI) for all categories must be submitted on or before 12:00 noon on Wednesday, 30th July, 2025.
iii) Bids should be submitted to:

iv) Late submissions shall be rejected.

7.0 OPENING OF EOI/BIDS
The EOI/Technical Bids will be opened in the presence of Bidders or their representatives, Civil Society Organizations (CSOs) in the areas of Anti-Corruption and Transparency and Private Professional bodies immediately after the deadline for the submission; and will be covered by video recording; invitation link will be sent to bidders who chooses to join the EOI’s/bid opening online.

8.0 ADDITIONAL INFORMATION
Subject to the Provisions of the Public Procurement Act, 2007 note that:
i. the Ministry shall verify any or all the claims made by the applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary;
ii. All costs (Time and Material) incurred in responding to this advertisement in any way or form shall be fully borne by the Bidders and are non-refundable by the Procuring Entity;
iii. Bidders are advised to bid for projects in locations of capability/capacity;
iv. This advertisement shall not be construed as a commitment on the part of the Ministry to award contract to any bidder;
v. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), current Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm; and
vi. none compliance to any of the above instructions will lead to disqualification of bidders;
vii. Bid documents can also be collected in soft copies and Bidders shall submit through Post (Courier Services);
viii. Goods, Works & Service: Only pre-qualified bidders at technical evaluation will be invited at a later date for collection offinancial bids;
ix. Consultancy Services: Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
x. The Federal Ministry of Works reserves the right to cancel the Procurement process at any time without incurring any liabilities to bidders in accordance with Section 28 of the Public Procurement Act, 2007;
xi. No Bidder is allowed to bid for more than two (2) lots in a particular category; and
