INVITATION FOR TECHNICAL PROPOSAL/PREQUALIFICATION OF COMPANIES

1.0 INTRODUCTION
The Federal Ministry of works, in line with its mandate to ensure the safety, reliability, and sustainability of Nigeria’s critical infrastructure, invites eligible and competent Engineering/Bridge Construction Firms and HDMI Concessionaires Built Operate and Transfer (BOT) funding model to submit detailed Technical Proposals for both the Rehabilitation and or Reconstruction of Carter Bridge and Third Mainland Bridge in Lagos State, Nigeria.

2.0 BACKGROUND
The Carter and Third Mainland Bridges are key transportation links connecting Lagos Island to the Mainland Lagos. Due to age, environmental impact, and increased traffic load, the Ministry embarked on a number of Engineering Investigations to ascertain the structural integrity of the two Bridges. The studies revealed amongst others that the underwater structural elements of the Bridges have been compromised and require urgent Rehabilitation or complete Reconstruction to ensure long-term serviceability and public safety.

3.0 ELIGIBILITY CRITERIA
The Ministry is therefore inviting competent Contractors and HDMI Concessionaires under the Build, Operate and Transfer (BOT) Funding Model with requisite experience in Bridge Design and Construction Technology to submit detailed technical proposal for both Rehabilitation and or Reconstruction of Third Mainland Bridge and Carter Bridge showing detailed Method Statements.
In addition to the submission of technical proposals, the prospective Companies are expected to show capacity to undertake the proposed Rehabilitation or Reconstruction of these Bridges under the Engineering Procurement Construction + Finance (EPC+F) and or Public Private Partnership (PPP) Models.
The reports of the previous Engineering Investigations on the Bridges can be obtained from the Federal Ministry of Works, Headquarters on request. Nevertheless, Prospective Firms are at liberty to carry-out further investigations on the Bridges at their own cost before submitting their own Technical Bids.

In summary, Technical Bids are expected from eligible competent Contractors and Concessionaires for Carter Bridge and Third Mainland Bridge as follows:

The above submission should reach the undersigned within four (4) weeks of this publication.

Note:
• This proposal is for technical proposal stage only. Financial proposal will be requested from shortlisted firms at a later date.
• Only shortlisted bidders will be contacted.
• The Ministry reserves the right to accept or reject any submission without incurring any liability.

4.0 TECHNICAL REQUIREMENTS
a) Statutory Document:
Evidence of all current statutory documents required of all contractors.
b) Bidders’ Experience
Evidence of similar jobs with three (3) letters of awards and Valuation/Job Completion Certificates in the last three (3) years (2022 to date);
c) Plant and Equipment/Warehouse
Verifiable evidence (Machinery Registration Particulars/Identification details and location, including Registration Numbers) of proof of ownership and/or lease of the construction equipment/Warehouse required for the successful execution of these contracts;
d) Financial Capacity
Reference letter from a reputable Commercial Bank in Nigeria, indicating willingness to fund the project if awarded;
e) Registration with Professional Bodies COREN/QSRBN/ARCON/CORBON/SURCON/Construction etc.
f) Manpower
Company’s Profile with Curriculum Vitae of Key personnel including copies of their academic/Professional such as COREN, QSRBN, ARCON, SURCON, CORBON, TOPREC etc.;
g) A Sworn Affidavit:
i. disclosing whether or not any officer of the relevant committees of the Federal Ministry of Works or the Bureau of Public information is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
ii. that no Partner/Director has been convicted in any country for criminal offences related to fraudulent or corrupt practices, or criminal misrepresentation or falsification of facts relating to any matter;
iii. that the company does not at the time of this bidding period has any existing loan or financial liability with a bank, other financial institutions or third party that is classified as doubtful, non-performing, bad or whose repayment portion has been outstanding for the last three months.
iv. that the Company is capable of working in the location/area of the project for which they are bidding.

5.0 ENQUIRIES

6.0 METHOD OF SUBMISSION
i) Bids must be prepared in English Language and signed by an official authorised by the bidder.
ii) Two copies (Original and Copy) of Technical documents/Expression of Interest (EoI) for all categories must be submitted on or before 12:00 noon on Monday, 22nd September, 2025.
iii) Bids should be submitted to:

FMW, Mabushi, Abuja;
iv) Late submissions shall be rejected.

7.0 OPENING
i. All Bids shall be opened immediately after the deadline for submission.
ii. Technical Bids will be opened in the presence of Bidders or their representatives, Civil Society Organization (CSOs) in the areas of Anti-Corruption and Transparency and Private Professional bodies immediately after the deadline for the submission.

8.0 ADDITIONAL INFORMATION
8.1 Subject to the Provisions of the Public Procurement Act, 2007 note that:
i. the Ministry shall verify any or all the claims made by the applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary;
ii. All costs (Time and Material) incurred in responding to this advertisement in any way or form shall be fully borne by the Bidders and are non-refundable by the Procuring Entity;
iii. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), current Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm; and
iv. Noncompliance with any of the above instructions will lead to disqualification of bidders; and
