INVITATION FOR PREQUALIFICATION/EXPRESSION OF INTEREST (EOI) FOR WORKS, GOODS AND SERVICES
1. INTRODUCTION
The Federal Ministry of Youth Development intends to execute some projects as contained in the 2025 Appropriation Act. In compliance with the provisions of the Public Procurement Act, 2007, Finance Act 2020 and other Extant Guidelines for the award of contracts, the Ministry wishes to invite experienced and competent Contractors, Suppliers and Service Providers to submit Pre-qualification and Expression of Interest (EoI) documents for the execution of the Ministry’s selected projects contained in the 2025 Appropriation Act.
2. SCOPE OF WORKS/GOODS/SERVICES
The proposed procurement comprises WORKS, GOODS and SERVICES of the Ministry towards implementation of 2025 Budget. The Ministry therefore, invites interested and competent firms to submit Pre-qualification and Expression of Interest (EoI) documents for the following projects:

The Ministry, in compliance with the provisions of the Public Procurement Act, 2007 and Public Procurement Regulations for Works, Goods and Services, will carry out pre-qualification/shortlisting of companies/consultants that respond to these advertisements:
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 (or CAC1.1). Business Name with Form BN1 is also acceptable for Consultancy Services;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2025; with minimum average annual turnover of N250 million
c. Evidence of Pension Clearance Certificate for the last three (3) valid till 31stDecember, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate for the last three (3) valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate for the last three (3) valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025; or valid Certificate issued by BPP.
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the Federal Ministry of Youth Development or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three (3) years – 2022, 2023, 2024;
i. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Verifiable evidence of projects or at least three (3) similar jobs/projects executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and photographs of the projects
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project including copies of their Academic/Professional Certificates such as COREN, QSRBN, ARCON, CORBON, etc.;
l. For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);
m. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
n. ICT jobs: Evidence of Firm’s current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA); and
o. For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
4. SUBMISSION OF EOI & PRE-QUALIFICATION DOCUMENTS
Prospective bidders are to submit EOIs/Pre-qualification documents and for each of the Lot desired in two (2) hard copies each of the technical bids packed in sealed envelopes and clearly marked as ‘TECHNICAL BID’ OR ‘EXPRESSION OF INTEREST’ and addressed to The Permanent Secretary, Federal Ministry of Youth Development, 2nd Floor, Block D, Federal Secretariat Phase II, Abuja.
Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box at the office of The Director, Procurement Department Federal Ministry of Youth Development, Room 514, 5th Floor, Block E, Federal Secretariat Phase II, Abuja, not later than 12:00 noon on Monday, May 26th , 2025.
5. OPENING OF EOI & PRE-QUALIFICATION DOCUMENTS
The EOI and Prequalification documents will be opened immediately after the deadline for submission at 12:00 noon on Monday, May 26th, 2025, at the Conference Room, 1st Floor, Block D, FMYD. Please ensure that you sign the Bid Submission Register in the office of the Director, Procurement Department, Room 514, 5thFloor, Block E, Federal Secretariat Phase II, as the Federal Ministry of Youth Development will not be held liable for misplaced or wrongly submitted bid.
6. GENERAL INFORMATION
a. EOIs/Bids must be in English Language and signed by an official authorised by the bidder;
b. EOIs/Bids submitted after the deadline for submission would be returned un-opened;
c. Bidders should not bid for more than Two (2) Lots;
d. All costs will be borne by the bidders;
e. The EOIs/Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online;
f. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
g. Invitation for Pre-qualification: Only pre-qualified bidder at technical evaluation will be invited at a later date for collection of tender documents;
h. Consultancy Services: Only shortlisted Applicants at EOI’s evaluation will be invited at Request for Proposals;
i. Bidders who have worked for the Ministry and have history of poor performance, abandonment, termination and prolonged contract execution period arising from dilatory conduct of the contractor need not apply.
j. The Federal Ministry of Youth Development is not bound to pre-qualify/shortlist any Applicant and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
