INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR COMMISSIONING OF CONSULTANTS, PRE-QUALIFICATION AND TENDER FOR THE YEAR 2025 CAPITAL PROJECTS
1.0 INTRODUCTION
The Federal Polytechnic Damaturu, Yobe State, hereby invites interested, competent and experienced contractors with track record of prompt delivery of similar projects to participate for pre-qualification and tender exercise for the above Projects as follows:

2.10 YEAR 2025 CAPITAL PROJECTS
A: SERVICES
Expression Of Interest (EOI) For Commissioning of Consultants for Housing and water-based project for Year 2025 Capital Projects.
B: WORKS AND GOODS
Lot 1: Procurement of Utility Vehicles for the Polytechnic.
Lot 2: Procurement and installation of solar street lighting and provision of solar lighting in lecture halls laboratories and offices.
Lot 3: Construction and Furnishing of a befitting Rector Residence for the Polytechnic.
Lot 4: Provision of 1000 Meters Water Reticulation Network with Overhead and Surface Tanks to the Departments.
Lot 5: Rehabilitation of Polytechnic Main Library.
3.0 MANDATORY REQUIREMENTS
Prospective Contractors shall possess the following under listed mandatory pre-qualification documents without which Bids submitted will be automatically disqualified.
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
b. Evidence of company Income’s Tax Clearance Certificate for the last three (3) years 2022, 2023, 2024 valid till 31th December, 2025
c. Evidence of current Pension Compliance Certificate. (PENCOM) valid till 31th December, 2025
d. Company’s Audited Accounts for the last three (3) years; 2022, 2023 and 2024.
e. Evidence of current Industrial Training Fund (ITF) Compliance Certificate, valid till 31th December, 2025;
f. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31th December, 2025;
g. Evidence of Registration on the National Database of Federal Contractors, Consultant and Services Providers by submission of Interim Registration Report (IRR) expiring on 31/01/2025 or valid Certificate issued by (BPP);
h. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal Polytechnic, Damaturu, Yobe State or the Bureau of Public Procurement (BPP) is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
OTHER ELIGIBILITY REQUIREMENTS
i. Evidence of financial capability to execute the project including Reference Letter from a reputable Commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
j. Company Profile with the Curriculum Vitae (CV) of key staff to be deployed for the project, including copies of their Academic/Professional qualifications, Registration with relevant Bodies.
k. Verifiable documentary evidence of at least three (3) similar jobs in the last five (5) years including letters of Awards Valuation Certificates, Job Completion Certificates and photograph of the projects;
l. List of Plant and Equipment to be used, either owned, leased or hired
m. Letter of authorization as representatives of the Original Equipment Manufacturers (OEMs);
n. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV Partners.
o. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Headed Paper bearing amongst others, the Registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No.), and Email Address. The Letter headed Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect Prequalification and Tender Document from the office of the Director of Physical Planning & Procurement, Federal Polytechnic, Damaturu, Yobe State on evidence of payment of a non-refundable tender fee of ₦10, 000.00 (Ten Thousand Naira) for supply and ₦20,000.00 (Twenty Thousand Naira) for construction base only Paid at the cash Office, Bursary Department, Federal Polytechnic, Damaturu, Yobe State.
5.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the Technical and Financial Bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope and address it to the Registrar, Federal Polytechnic, Damaturu, Yobe State and clearly marked with (the name of the project and lot number).
Furthermore, the reverse side of the envelope should be Cleary marked with the name and address of the bidder and dropped in the designated tender box at the Registrar’s Office, Federal Polytechnic, Damaturu, Yobe State not later than 10:00 am on Monday 17th March, 2025 for the expression of interest for the commissioning of consultants while on Monday 14th April, 2025 for pre-qualification and tender for contractors for the Year 2025 CAPITAL PROJECTS.
The working hours are 8:00am to 4:00pm on weekdays, excluding weekends. Please ensure that you sign the bid submission Register in the Office of Registrar, of the Polytechnic as the Polytechnic will not be held liable for misplaced or wrongly submitted bids.
6.0 OPENING OF TECHNICAL BIDS
The Technical bids shall be opened immediately after the deadline for the submission of bids at 10:00 am on 17th March, 2025 and 14th April, 2025 respectably At the Polytechnic Council Chambers, Federal Polytechnic, Damaturu, Yobe State in the presence of all bidders or their representatives.
7.0 GENERAL INFORMATION
a. Bid must be in English Language and signed by an official authorized by the bidder.
b. Bids submitted after the deadline for submission would be returned un-opened.
c. All costs will be borne by the bidders.
d. All pre-qualified bidders will be contacted at a later date for collection of Tender documents;
e. The Federal Polytechnic, Damaturu, Yobe State is not bound to pre-quality any bidder and reserves the right to annul the procurement process at any time without incurring any Liabilities in accordance with Section 28 of the public procurement Act 2007.
