INVITATION TO TENDER FOR YEAR 2024 TETFUND ANNUAL, ICT AND LIBRARY DEVELOPMENT INTERVENTIONS PROJECTS
1. INTRODUCTION.
The Federal Polytechnic Mungono is established to provide knowledge of all academic programmes in Technical and Vocational education. In compliance with the requirements of the Public Procurement Act 2007 and extant regulations of government on the procurement of Goods and Works as detailed here below in their various categories. Consequently, Competent, reliable and experienced contractors are hereby invited to bid for the following projects.
2. SCOPE OF GOODS:

The Scope of project above shall be detailed in the bidding documents to be issued.
3. ELIGIBILITY REQUIREMENTS:
a. Evidence of certificate of incorporation issued by the Corporate Affairs Commission (CAC) including form CAC 1.1 or CAC2 and CAC7.
b. Evidence of pension clearance certificate.
c. Evidence of Registration of Industrial Training Fund valid till 31st December, 2024.
d. Evidence of Registration Nigeria Social Insurance Trust Fund (NSITF.
e. Evidence of Registration on the National Database of Federal Contractors and service providers by submission of Interim Registration Report (IRR).
a. Sworn Affidavit
Disclosing whether or not any officer of the relevant committees of The Federal Polytechnic Mungono or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
That the no Director has been convicted by any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
That the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
f. All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s letterhead paper bearing amongst others, The Registration Number (RC) as issued by the Corporate Affairs Commission, Contact Address, Telephone Number (preferably GSM NO.) and e-mail address.
4. COLLECTION OF TENDER DOCUMENTS
Interested Companies are to collect the tender documents from the office of the Office of the Head of Procurement (Admin block, Federal Polytechnic Mungono, Temporary Site) between 8am-4pm (Monday-Friday) from Monday 17th February 2025 to Wednesday 19th March, 2025 upon showing evidence of payment of a non-refundable tender fee of Ten Thousand Naira (₦10,000) only per LOT paid into Federal Polytechnic Mungono E-collection account number: 0130294765020 in any commercial bank in Nigeria.
Also bidders are to sign the bid collection register in the Office of Head of Procurement Department.
5. SUBMISSION OF TENDER DOCUMENTS
Bidders are to submit two 2 hard copies, one copy for technical and one for financial bids packaged separately in sealed envelopes and marked as TECHNICAL BID and FINANCIAL BID. Therefore addressed the two sealed envelopes to the Head of Procurement clearly marked with the name of the project and LOT number furthermore the reverse of each sealed envelope should bear the name and address of the bidder and submit accordingly at the above address not later than 12:00pm Wednesday March 19th 2025, also bidders are to sign the bid submission register in the office of the Head of Procurement unit.
6. OPENING OF TECHNICAL BIDS
The technical bids will be opened immediately after the dateline for submission at 12:00 pm Wednesday, 19th March 2025 at the temporarily site Federal Polytechnic Mungono in the presence of all bidders or their representatives while the financial bids will be kept un-opened.
7. NOTICE
a. Bids submitted after the deadline will be returned unopened;
b. Bidders should not bid for more than one lot.
c. All costs will be borne by the bidders;
d. Bid documents can be collected in soft and hard copies.
e. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the un-successful bidders will be returned;
f. The Federal Polytechnic Mungono is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
