INVITATION FOR PRE-QUALIFICATION AND TENDERS FOR YEAR 2024 TETFUND SPECIAL INTERVENTION PROJECT FOR PROCUREMENT OF LABORATORY EQUIPMENT
1. BACKGROUND
The Federal Polytechnic of Oil and Gas Bonny, Rivers State is a beneficiary of the Year 2024 TETFUND SPECIAL INTERVENTION PROJECT FOR the PROCUREMENT OF LABORATORY EQUIPMENT.
Accordingly, and in line with the Provision of the Public Procurement Act 2007, the Polytechnic hereby invites interested and reputable contractors/suppliers with relevant experience and tract record to submit Technical and Financial bids for the project listed below:
2. SCOPE OF WORK:
TETFUND SPECIAL INTERVENTION PROJECTS

3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC), including Forms CAC1.1 or CAC2 and CAC7;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025; with minimum average turnover of N200 Million;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above);
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Certificate valid till 31st December, 2025.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2024 or valid Certificate issued by (BPP).
g. Sworn Affidavit:
• disclosing whether or not any officer of the relevant committees of the Federal Polytechnic of Oil and Gas Bonny, Rivers State or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• that no Director has been convicted by any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
• that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
• that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three (3) years (2022, 2023 and 2024) duly acknowledge by the Federal Inland Revenue Service (FIRS);
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letter of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
4. COLLECTION OF BID DOCUMENT
Interested firms are to collect the Bid document from the Procurement Unit at the Federal Polytechnic of Oil and Gas Bonny, with a non-refundable Tender fee payment of Fifteen Thousand Naira (N15,000.00) only payable through the relevant payment provider solution system. (All information could be sought from the Bursary Unit).
NOTE: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s Letter head paper bearing amongst others, Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No.) fax and email address. The letter head paper must bear the Names and Nationalities of Directors of the company at the bottom page duly signed by the authorized officer of the firm.
5. SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Prospective bidders are to submit 2 Nos. technical and financial bids packaged in sealed envelope addressed to the Rector, Federal Polytechnic of Oil and Gas Bonny, Rivers State and clearly marked YEAR 2024 SPECIAL TETFUND INTERVENTION PROJECT, with lot number and its description. Furthermore, the reverse of the sealed envelopes should have the name and address of the bidder and dropped in the designated tender box not at the office of the Director of Procurement, not later than 12:00 noon 17th April, 2025.
6. OPENING OF PRE-QUALIFICATION DOCUMENTS
The Technical bids will be opened immediately after the deadline for submission at 12:00 noon Thursday, 17th April, 2025 in the Board Room of the New Administrative Building of the Polytechnic in the presence of the bidders or their representatives, while the financial bids of technically responsive bids shall be opened thereafter same day.
7. GENERAL INFORMATION
i. Bids must be English Language and signed by an authorized official.
ii. Bids submitted after the deadline for submission will be returned un-opened.
iii. All costs will be borne by the bidders;
iv. The technical and financial bids will be opened at the same date in the presence of the CSOs and Professional bodies;
v. The Polytechnic is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
