INVITATION TO TENDER

1. INTRODUCTION
The Federal University of Agriculture, Abeokuta, (FUNAAB) is desirous of undertaking Bids exercise (Technical and Financial) for the under-listed projects. Consequently, the University wishes to invite reputable contractors to bid for the following projects.

2. SCOPE OF WORK

3. ELIGIBILITY REQUIREMENTS:
Interested bidders are required to submit two (2) bound tender documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:
a. Evidence of Company Registration with Corporate Affairs Commission (CAC) including forms CAC2 and CAC7;
b. Evidence of Company Tax Clearance Certification for the last three (3) years valid till 31st December, 2025.
c. Evidence of Pension Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or bidder’s annual Turnover is N50million and above);
e. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid 31st December, 2025
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Services Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or valid certificate issued by BPP
g. Sworn affidavit – disclosing whether or not any officer of the relevant committees of the Federal University of Agriculture, Abeokuta, or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder to confirm all information presented in its bid are true and correct in all particulars: that no Director has been convicted in any Country for any criminal offence relating fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter. – that the Company is not in receivership, the subject of any form of winding up petition or proceedings; that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months. – that the company is capable of working in the location/area of the project for which they are bidding h. Company’s Audited Accounts for the last three (3) years (2022, 2023, 2024); i. Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the project when needed; j. Verifiable documentary evidence of at least three (3) similar jobs in the last five (5) years including Letter of Awards, Interim Payment/Valuation Certificate, job Completion Certificates and Photographs of the projects; k. For Joint Ventures/Partnership, Memorandum of Understanding (MOU) should be provided; l. All documents for submission must be transmitted with a covering/forwarding letter under the Company’s/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead must bear the names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm. m. Evidence of Registration with regulatory professional body(ies) such as National Information Technology Development Agency (NITDA) Computer Professional Registration Council of Nigeria (CPN) for Lot1-2 n Company Profile with Curriculum Vitae of key Staff to be deployed for the projects including copies of their Academic Qualification/Professional Qualifications issued by regulatory professional body(ies). o Letter of Authorization as representatives of the Original Equipment Manufacturer (OEM)s / Authorized dealership. p. Consent to allow for verification of all documents submitted including CAC, Federal Inland Revenue, Pension & Industrial Training Fund and Company’s financial standing with bankers.

4. COLLECTION OF TENDER DOCUMENTS
Interested Companies are to collect Standard Bidding Documents (SBD) from the Office of Head of Procurement Unit on evidence of payment of a non-refundable tender fee of Ten Thousand (N10,000) Naira Only per Lot, paid into FUNAAB Remita account in any Commercial Bank in Nigeria. In generating the Remita Retrieval Reference (RRR), always ensure that you select the Federal University of Agriculture Abeokuta as the name of the MDA and Tender fees as the Name of Service/Purpose. The evidence of payment shall be submitted with the bidding documents.

5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit each of the bid for each Lot desired in two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in a sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter put the two seal envelopes together in a bigger sealed envelope addressed to Federal University of Agriculture, P.M.B. 2240, Abeokuta, Ogun State and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box in the Office of the Head of Procurement Unit, not later than 12.00pm on Monday, August 18th, 2025

6. OPENING OF TECHNICAL BIDS
Only the Technical bids will be opened immediately after the deadline for submission by 12.00pm on Monday, August 18th, 2025 at Room A 106, Unity Building ‘A’ Federal University of Agriculture Abeokuta in the presence of bidders or their representatives, while the Financial Bids will be kept unopened. Please ensure that you sign the Bid Submission Register in the office of the Head of Procurement Unit, Room B 203, Unity Building ‘B’ Federal University of Agriculture, P.M.B Abeokuta, as the University will not be held liable for misplaced or wrongly submitted bids. 7. GENERAL INFORMATION
(a) Bid must be in English Language and must be duly signed by an official authorised by the bidder.
(b) Bid submitted after the deadline for submission will be returned unopened.
(c) Bidders should not bid for more than TWO (2) Lot, contraventions are automatic disqualification
(d) All costs will be borne by the bidders.
(e) Only the pre-qualified bidders at technical evaluation will be invited at a later date for financial opening while the financial bids of unsuccessful bidders will be returned unopened.
(f) The Federal University of Agriculture, Abeokuta is not bound to pre-qualify any bidders and reserves the right to annul Procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
