INVITATION TO TENDER AND EXPRESSION OF INTEREST FOR 2024 CAPITAL PROJECTS

1. INTRODUCTION
The Federal University of Agriculture, Mubi, Adamawa State, in compliance with the requirement of the Procurement Act (PPA), 2007 and in respect of its Federal Government allocated (Appropriation) funds invites selected, qualified and competent suppliers and contractors with proven experience and good track record performance are to bid for the following 2024 project.

2. SCOPE OF GOODS AND SERVICES

MOTOR VEHICLE

A midsize four-door with a sporty design and several safety and convenience features

Maximum power: 101Kw, maximum torque: 202N.m, fuel tank capacity: 50L, curb weight: 1265-1330kg

Extra-large passenger compartment, exclusive air outlets for the rear row seats, USB ports for the rear row seats, instrument panel enclosed in soft materials

Sharp stretching waistlines, halogen headlights, LED daytime running lights, LED rear combination lights, paddle lights, cornering lights, side mirrors with turn signal indicators

Wireless phone charging, GPS 3D audio navigation system

High-strength steel bodywork, 6 airbags, BOSCH ESP (Electronic Stability Control), and Direct TPMS (Tire Pressure Monitoring System)

LOT 2 Consultancy Services 

Architectural Design for Student Hostel and Staff Quarters

The Scope of the above-listed projects are detailed in the Standard Bid documents

3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7 (or CAC1.1 ); Business Name with form BNI is also acceptable for Consultancy Services;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2024;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Certificate valid till 31st December, 2024;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nigerian Content Development and Monitoring Board or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidd4er and to confirm that all information presented in its bid are true and correct in all particulars;
h. Company’s Audited Accounts for the last three (3) years -2021, 2022 & 2023;
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letter of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as ARCON, NIA, or other related regulatory professional body(ies);
l. For Motor Vehicle’s Procurement: Only Companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
m. Lot 2: Evidence of Firm’s current registration issued by ARCON, NIA or other related regulatory professional body(ies);
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU)should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.), and email address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.

4. COLLECTION OF TENDER DOCUMENTS (GOODS)
Interested companies are to collect the Standard Bidding Document (SBD) from the Procurement Unit, Federal University of Agriculture, Mubi, Adamawa State on evidence of copy of REMITA payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the Federal University of Agriculture, Mubi in any reputable Commercial Bank in Nigeria.
Note that interested Applicants for Consultancy Services are not expected tompay at this stage until after shortlisting.

5. SUBMISSION OF TENDER DOCUMENTS (GOODS)
Prospective bidders are to submit the bid for the Lot, desired two (2) hard copies, each of the technical and financial bids, with soft copy of financial bid in MS Excel format, packaged separately in sealed envelopes and clearly, marked as Technical Bid, and addressed to the Vice-Chancellor, Federal University of Agriculture, Mubi, Adamawa State and clearly, marked with the name of the project and the lot number. Furthermore, the reverse of each sealed enveloped should bear the name and address of the bidder and drop it in the designated Tender Box located in the Management Board Chamber at University Temporary Administrative Site not later than 12:00 noon, on Wednesday 8th January, 2025.

6. SUBMISSION OF EXPRESSION OF INTEREST (EOI)
Interested Firms are to submit two (2) bound of Expression of Interest (EOI) Document separated by dividers and arranged as indicated above. The document should be submitted in a sealed envelppe and addressed, to the Vice-Chancellor, Federal University of Agriculture, Mubi, Adamawa State and clearly marked with the name of the project and the lot nymber. Furthermore, the reverse of each sealed enveloped should bear the name and address of the bidder and drop it in the designated Tender Box located in the Management Board Chamber at University Temporary Administrative Site not later than 12:00 noon, Monday, 23rd December, 2024.

7. OPENING OF EOI & TECHNICAL BIDS
The EOI and the technical bids will be opened immediately after deadline for submission at 12:00 noon Monday, 23rd December, 2024 and 12:00 Noon, Monday, 13th January, 2025, respectively, in the presence of bidders and their representatives, while the Financial bids will be kept un-opened. Please, ensure that you sign the EOI/Bid Submission Register in the office of the Secretary, Tender box, Federal University of Agriculture, Mubi, Adamawa State, as the University will not be held liable for misplaced or wrongly submitted bids.

8. GENERAL INFORMATION
a. EOI/Bids must be English Language and signed by an official authorized by the bidder;
b. EOI/Bids submitted after the deadline for submission would be returned un-opened;
c. All costs will be borne by the bidders;
d. Only the EOI/Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies;
e. Lot 1: Only pre-qualified bidders will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
f. Lot 2: Only shortlisted Applicant at EOI’s evaluation will be invited at a later date for collection of Request for Proposals;
g. The Federal University of Agriculture, Mubi, Adamawa State is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
