INVITATION TO TENDER FOR THE EXECUTION OF YEAR 2025 CAPITAL PROJECTS
1. INTRODUCTION
In compliance with due process requirement for procurement of Works, Goods and Services in Federal Government Ministries, Departments and Agencies, the Federal University Education, Zaria is intending to execute its Year 2025 Capital Projects. The University invites interested, competent and reputable contractors to submit their Technical and Financial Bids.
2. SCOPE
3.0. ELIGIBILITY REQUIREMENTS
Interested Bidders must meet the following requirements
a. Evidence of Certificate of Incorporation with the Corporate affairs Commission (CAC) including Form CAC2.1 and CAC7 or alternative approved documents.
b. Evidence of Company Income Tax Clearance Certificate for the last three (3) years – valid till 31st December 2025, with a Minimum Average Annual Turnover of N50 million.
c. Evidence of current Pension Compliance Certificate valid till 31st December,2025.
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2025.
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2025.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1/6/2025 or valid Certificate issued by BPP.
g. Affidavit disclosing whether or any officer of the relevant committees of the Federal university of Education, Zaria is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
h. Company’s Audited Accounts for the last three (3) ‘years – (2022, 2023, 2024);
i. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
j. Company Profile with the Curriculum Vitae of three (3) Key staff, including copies of their Academic and Professional qualifications: e.g COREN, QSRBN e.t.c as it applies to other projects
k. Verifiable documentary evidence of atleast three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects in the listed order.
l. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (all the eligibility requirements are compulsory for each JV partner
m. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firms Letter-Head paper being amongst others Registration Number RC issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably Mobile No.) and e-mail address. The Letter-Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS:
Pre-qualified bidders are requested to collect bid documents from the Secretary Tenders Board, Federal University of Education, Zaria upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira (N10,000.00 ) only using Central Bank of Nigeria (CBN) Payment account number as follows: Account Name: Federal University of Education, Zaria Name: Central Bank of Nigeria Account Number: Bank: on REMITA Platform through any Commercial Bank in Nigeria.
5.0 SUBMISSION OF BID DOCUMENTS
Tender documents must be submitted on or before 2pm Monday, 1st December,2025 in sealed envelopes clearly marked as “Technical Bid” and “Financial Bid” respectively. the two sealed envelopes should be enclosed in Bigger Sealed envelope. (Indicate the lot the bid is for) at the Top right-hand corner and sent to the address indicated below. Name, Telephone Number and Mailing address of the bidding entity should be clearly stated on the reverse side of the envelope.

6.0 OPENING OF TECHNICAL BIDS
The Technical bids will be open immediately after the deadline for submission by 2pm Monday 1st December,2025 at the Academic board room, second floor of the administrative building, in the presence of bidders or their representatives, while the financial will be kept un-open. Please, ensure you signed the bid submission as the University will not be liable for the misplaced or wrongly submitted bids.
7.0 ADDITIONAL INFORMATION:
i- All bids must be stated in Nigerian Naira
ii- Contractors are not permitted to bid for more than One lots.
iii- Bids must be in English Language and signed by an official authorised by the bidder.
iv- Bids submitted after the deadline for submission would be returned un-opened.
v- All documents for submission MUST be arranged starting with item (n) in the eligibility requirements section above, followed by items (a) to (m) of the same section.
vi- The University will verify any or all documents submitted in a bid and shall disqualify any bidder whose documents are found to be false.
vii- The University shall report any bidder that is found to have submitted false documents to the relevant authorities for prosecution.
viii- Only the pre-qualified bidders at technical evaluation will be contacted at a later date for financial bids opening, while Bids of unsuccessful bidders will be returned un-opened.
ix- All pages in a bid must be numbered and signed by the authorized personnel of the firm.
x- Bidders should not bid for more than One lots:
xi- Non-compliance to the instructions will lead to disqualification
xii- Section 32 (7) will be applied to prequalified contractors.
xiii- The Federal University of Education Zaria is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
