1. INTRODUCTION
The Federal University of Technology, Akure (FUTA) invites interested competent and reputable contractors to apply for this Pre-qualification and tender exercise; and submit the required information as well as comply with all other prerequisites for PRE-QUALIFICATION AND TENDER FOR YEAR 2024 CAPITAL PROJECTS stated below:

2. SCOPE OF WORK/SUPPLIES

LOT NO PROJECT
1 Construction of academic building for school of Life Sciences
2 Construction of Academic building for school of Agriculture and Agricultural Technology
3 Construction of Forestry & Wood Technology camp building
4 Construction of Administrative building (phase I)

3. PRE-QUALIFICATION CRITERIA
To be considered, potential companies are required to submit all the under-listed verifiable documents
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7;
b) Evidence of Company’s Income Tax Clearance Certificates for the last three (3) years valid till 31st December 2024 with minimum average annual turnover of N50 Million;
c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g) Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the Federal University of Technology, Akure or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
h) Company’s Audited Accounts for the last three years (2021,2022 & 2023);
i) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSDRBN, ARCON, CORBON etc;
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l) List of plants/equipment with proof of ownership/lease agreement;
m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
Note: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF BID DOCUMENTS
i. Interested bidders should collect Standard Bidding Document (SBD) from Directorate of procurement on presentation of REMITA receipt stamped by treasury unit of the Bursary Department, The Federal University of Technology, Akure. Evidence of payment of non-refundable pre-qualification and tender fee of N10,000.00 as indicated for each lot and made payable to FUTA platform Remita in any reputable commercial bank.
ii. For further enquiries, please contact; The Ag. Director, Directorate of procurement at Old Senate Building, last floor, FUTA, Ondo State, between the hours of 11:00am and 3:00pm, Monday – Friday.

5. SUBMISSION OF TENDER DOCUMENTS
Two copies (2) of Pre-qualification documents must be submitted and should be arranged in the order listed above in one envelope marked “Pre-qualification” (Quote the appropriate project’s lot & title and company’s name boldly written on the top right hand corner of the envelope) while two (2) copies of financial tender’s documents must also be sealed in another envelope. (Quote the appropriate project’s lot & title and company’s name boldly written on the top right hand corner of the envelope). The two envelopes should be enclosed together in a bigger envelope marked with project Title, lot number and company’s name and delivered to: The Registrar, Federal University of Technology. PMB 704, Akure, Ondo State. To reach him not later than 12:00 Monday, 29th April, 2024.

6. OPENING OF TECHNICAL BIDS
Only the technical bids will be opened immediately after the deadline for submission at 12:00 Monday, 29th April, 2024, at the Francis idibiye Auditorium, FUTA, in the presence of bidders or their representatives, while the financial bids will be kept un-opened. Please ensure that you sign the Bid submission register in the procurement office, as the University would not be held liable for misplaced or wrongly submitted bids.

7. IMPORTANT INFORMATION
i. Document submitted must be listed a table of content according to the pre-qualification criteria. Any company that does not comply with this method of arrangement will be disqualified.
ii. The Standard Bidding Document purchased must be filled and submitted with the company profile. Any criteria stated in the standard bidding document will be considered as part of prequalification criteria.
iii. Certificate shall be referred to the respective issuing authorities for verification and authentication
iv. Bidders are advised to make their submission in line with the advertisement and other requirements contained in the standard bidding documents.
v. Technical and financial bid enclosed in one same single envelope that will expose the technical and financial bid at the same time of opening shall be disqualified.
vi. Contractors currently engaged on projects whose completion period has been overrun need not apply.
vii. Bidders should not bid for more than (2) lots
viii. The technical bids will be opened in the presence of CSOs and professional bodies and covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online.
ix. Failure to comply with the above requirement and content of the standard bidding document would automatically result in disqualification.
x. This advertisement is published for information purpose, and should not be construed as a commitment or obligation on the part of FUTA to award these contracts
xi. The financial bid must include the soft copy of the priced BOQ in excel format copied into a flash drive. A bid submitted without the soft copy will be disqualified.
xii. The Federal University of Technology, Akure is not bound to prequalify and bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.

8. PLEASE NOTE:
The execution of these projects will depend on the release of funds by the appropriate funding Agency. FUTA will not be liable if there is any delay in the release of funds.
