PROCUREMENT OF 1.5 TESLA HELIUM-FREE/ZERO BOIL OFF, 24 CHANNELS WITH UPS MAGNETIC RESONANCE IMAGING (MRI) SYSTEM FOR IMO STATE GOVERNMENT

INTRODUCTION:
The Federal Government of Nigeria on behalf of Imo State Government has received credit from the World Bank toward the cost of the Improving the Utilization and quality of Immunization Plus and Malaria Services, and intends to apply part of the proceeds toward payments under the contract for the Supply, Installation, and Commissioning of a Magnetic Resonance Imaging (MRI) System at Okigwe Hospital in Imo State under IMPACT project.

OBJECTIVE:
The objective of this Request for Bid Is to identify eligible and qualified firms or joint ventures with the technical and financial capacity to supply, install, and commission an MRI system, including associated accessories, civil/electrical works, training, and after-sales support.

SCOPE OF SUPPLY:
The scope of the contract will include but not be limited to:
I. Supply of 1.5 Tesla helium-free/zero boil off, 24 channels with UPS MRI, associated hardware/software.
II. Installation, testing, and commissioning at the designated health facility.
III. Training of biomedical engineers, radiographers, and maintenance personnel.
IV. Provision of warranty, after-sales service, and spare parts for a minimum period of 3 years.

REQUIREMENTS:
Interested bidders must provide information demonstrating that they are qualified to perform the contract. This is a single stage one-envelop Bid. Bids should include the following:
a. General Information:
Name, address, and contact details of the firm.
Business registration documents, valid tax clearance certificates and financial bid letter.
b. Eligibility:
Evidence of eligibility in accordance with World Bank Procurement Regulations (no sanctioned firms).
Manufacturer’s authorization if the applicant is not the manufacturer.
c. Experience:
Evidence of at least three (3) similar contracts involving supply and installation of MRI or comparable medical imaging equipment within the last five (5) years, including clients’ contact details and completion certificates.
d. Technical Capability:
Availability of qualified technical staff (attach key personnel CVs). Evidence of local service and maintenance facilities in Nigeria or firm’s plans to establish same.
e. Financial Capacity:
Audited financial statements for the last three (3) years.

BIDDING PROCEDURES:
Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers 2020 (“Procurement Regulation”) and is open to all eligible bidders as defined in the Procurement Regulation. In addition, please refer to paragraphs 3.14 to 3.17 in the “Procurement Regulation” on the Conflict of Interest.

PAYMENT FOR BIDDING DOCUMENTS:
A complete set of bidding documents in English Language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Fifty Thousand Naira (N50,000.00) for the package. The method of payment will be by Bank Draft issued in favor of IM SG TSA in all commercial Banks Nationwide. A copy of the Bidding Document can be sent to the bidder upon a written request through a courier firm at the service cost to the bidder.

BIDS SUBMISSION AND OPENING:
Bids must be delivered to the address below on or before 10:00a.m on 8th December, 2025. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below by 10.00a.m on 8th December, 2025.
