1. The Federal Government of has received financing from the African Development Bank hereinafter called the Bank toward the cost of the Inclusive Basic Service and Livelihood Empowerment Integrated Project and intend to apply part of the proceeds toward payments under the contract for the Supply and Installation of Solar Light to FSTC Lassa. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit”.
2. The Federal Ministry of education Project Implementation unit now invites sealed bids from eligible bidders for the Supply and Installation of Stand-alone Solar PV systems in Twenty one (21) buildings of various sizes, and the installation of 67 single headed and 13 double headed streetlights in the Federal Science and Technical College (FSTC) in Lassa, Borno State of Nigeria.
The delivery period for the complete project (supply and installation) is not to exceed six (60 months. There will be no margin of preference for consideration in this procurement. Prospective bidders must proof demonstrating successful completion of at least 2 contracts of similar goods (each supply of at least 80% percentage of required quantity of each item) since Jan 1, 2020.
3. Bidding will be conducted through Open Competitive Bidding (national), (OCBN) method as specified in the Bank’s Procurement Policy for Bank Group Funded Operations (October 2015), and is open to all eligible bidders as defined in the Procurement framework.
4. The bidding document in English language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Forty Thousand Naira (N40, 000.00). Payment will be done via Remita. A description of how to generate a remita Reference is available on. The name of the MDA is Federal Ministry of Education Inclusive Basic Services Delivery and Livelihood Empowerment Integrated. The purpose of payment is “Tender Fees”. Bidders shall be required to present a copy of the RRR generated as well as the Bank teller for the payment at the address below when collecting the building documents. For bidders who so desire, the document can be sent by email on submission of the proof of payments as indicated above.
5. Bids must be delivered to the address below on or before 12:00noon on 13th November 2024. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidder’s designated representatives and anyone who chooses to attend at the address below on 12:00noon on 13th November 2024.
6. All bids must be accompanied by a duly authorized “Bid Securing Declaration” form as provided in the bidding document.
7. Attention is drawn to the Procurement Regulation required the borrower to disclose information on the successful bidding’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure form as included in the bidding document.
