REQUEST FOR EXPRESSION OF INTEREST

1.0 INTRODUCTION
The Independent National Electoral Commission (INEC) in pursuance of its statutory functions and in compliance with Due Process requirements seeks to appoint interested reputable Service Providers and Consultants with relevant experience and good track records to submit “Expression of Interest” for the following under listed Services.

2.0 SERVICES

3.0 ELIGIBILITY REQUIREMENTS:
Firms interested in bidding for any of the Lots must possess the following eligibility requirements:
i. Evidence of a Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC1.1, CAC2 and CAC7, (or CAC 1.1);
ii. Evidence of the Company’s Income Tax Clearance Certificate for the last three (3) years (2023, 2024 and 2025) valid until 31st December 2026;
iii. Evidence of a Pension Clearance Certificate, valid till 31st December 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
iv. Evidence of an Industrial Training Fund (ITF) Compliance Certificate, valid till 31st December 2026 (this requirement is only applicable to bidders whose number of staff is 5 or more, or whose annual turnover is N50m or more);
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate, valid till 31st December 2026;
vi. Evidence of Registration on the National Database of Contractors, Consultants and Services Providers by submission of an Interim Registration Report (IRR) expiring on 31st December 2026 or a valid Certificate issued by BPP;
vii. Evidence of Firm’s registration with relevant regulatory professional body e.g. NAICOM/Insurance, EHORECON/Cleaning Service, NITDA/CPN/Information Technology, ICAN/ANAN/Financial Reporting Service, COREN/QSRBN/ARCON/CORBON/SURCON/Construction, NSCDC/Security, ESVARBON/Estate Surveying etc
viii. Current sworn affidavit disclosing:
a) That the company is not in receivership, insolvent, or bankrupt;
b) That the Company does not have any Director who has ever been convicted in any court in Nigeria or any other country for a criminal offence relating to fraud or financial impropriety;
c) Whether or not any officer of the Commission is a former or present Director, Shareholder, or has any pecuniary interest in the bidder.
d) That all documents submitted for the bidding are true and correct in all particulars.
ix. Company’s audited accounts for the last three (3) years (2023, 2024 and 2025).
x. A reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide a credit facility for the execution of the project when needed;
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including letters of award, valuation certificates, Job Completion Certificates and photographs of the projects
xii. Company’s Profile with the curriculum vitae of the Key Staff to be deployed for the project, including copies of their academic/professional qualifications (e.g COREN, QSRBN, ARCON, CORBON, ICAN, ANAN etc.)
NOTE: All documents for submission must be transmitted with a covering/forwarding letter on the Company/Firm’s Letter Head Paper bearing, among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM No.) and email address. The letterhead paper must bear the names and nationalities of the directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

The document should be arranged in the order listed at 3.0 above and clearly separated by dividers; with page numbers and table of content

4.0 SUBMISSION OF EXPRESSION OF INTEREST DOCUMENTS
4.1 All submissions must be delivered in one (1) neatly bounded hard copy in sealed envelope clearly marked REQUEST FOR EXPRESSION OF INTEREST (Indicating name of project Package and Lot No. at the top right hand of the envelope) along with a soft copy in PDF format and addressed to:
THE SECRETARY TO THE COMMISSION,
INDEPENDENT NATIONAL ELECTORAL COMMISSION,
PLOT 436, ZAMBEZI CRESCENT, MAITAMA DISTRICT, ABUJA.

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box
4.2 No Company is allowed to bid for more than one (1) Lot in each package.

5.0 OPENING OF EOI DOCUMENTS
The EoI documents will be opened immediately after the deadline for submission as indicated in the table below in the presence of bidders or their representatives. Please, ensure that you sign the EoI Submission Register as the Commission will not be held liable for misplaced or wrongly submitted EOIs

(i) EoI must be in English Language and signed by an official authorised by the bidder;
(ii) EoI submitted after the deadline for submission would be returned unopened;
(iii) All costs will be borne by the bidders;
(iv) Only the shortlisted firms will be invited at a later date for collection of Request for Proposals;
(v) Bidders cannot submit through Post (Courier Services);
(vi) The implementation of the advertised projects is subject to availability of funds

The Independent National Electoral Commission is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007
