INVITATION TO TENDER AND EXPRESSION OF INTEREST FOR THE EXECUTION OF 2025 CAPITAL PROJECTS
1. INTRODUCTION
The Intercountry Centre For Oral Health (ICOH) For Africa in compliance with the Public Procurement Act (PPA), 2007 is inviting reputable, competent experience contractors, vendor and consultants to apply for the under listed projects appropriated in 2025 appropriation Act.
2. SCOPE OF WORK
3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7.
b. Evidence of company income’s Tax Clearance Certificate for the last three (3) year valid till 31st December, 2025.
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025; applicable where number of staff is at least 15;
d. Evaluation of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;
e. Evidence of current Nigeria Social Insurance Trust Fund(NSTTF) Clearance Certificate valid till 31st December, 2025;
f. Evidence of registration on the National Database of Federal Contractors, Consultants and Service providers by submission of interim registration report(IRR) expiring on 31/12/2025 or valid Certificate issued by BPP.
g. Sworn affidavit disclosing whether or not any office of the relevant committees of the Intercountry Centre for Oral Health for Africa or the Bureau of Public Procurement is a former or present Director, Shareholder or has a pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
h. Company’s audited account for the last three(3)years:- 2022,2023&2024.
i. Evidence of financial capability to execute the project by submission of a reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s profile with the curriculum vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications etc.
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last (5) years including Letters of Awards, Jobs Completion Certificates and Photographs of the projects.
l. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided, CAC Certificate, Tax Clearance Certificate, Pension Clearance Certificates, ITF Compliance Certificate, NSITF Clearance Certificate, IRR& Sworn Affidavit are compulsory for each Joint Venture, partner.
m. In Category B above, the consultant must be duly registered with the Bureau of Public Procurement (BPP) as consultant
n. In Category A On Lot.SP-1 The contractors must have an OEM or letter of Authorization from the OEM duly signed.
o. All document should be submitted with a covering/forwarding letter under the Company’s Letterhead paper bearing among others, the CertificateRegistration Number as issued by the Corporate Affairs Commission,contact address, telephone number(preferably GSM No.),tax identification number and e-mail address. The letterheadpaper must bear the names and nationalities of the Directors of the company at thebottom of the page, duly signed by the authorized officer of the company.
Please Note: All documents/information MUST be arranged and submitted in the strict sequence listed above and paginated, with the table of contents indicating the pages where requested documents can be found, failure to do so would be lead to disqualification.
4. COLLECTION OF TENDER DOCUMENTS
Interested and competent bidders are requested to collect bid document from the address below, upon representation of evidence of payment of non refundable Tender fee of (N10,000) per Lot in favor of INTERCOUNTRY CENTRE FOR ORAL HEALTH FOR AFRICA. The TSA code number is to be obtained from the same office.
5. SUBMISSION OF TENDER DOCUMENTS/EXPRESSION OF INTEREST (EOI)
Prospective bidders are to submit their Technical /Expression of Interest (EOI) each of the Lot desired. Two(2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid” Thereafter, put the two sealed envelopes together in a bigger sealed envelope and clearly marked with (the name of the project and the lotnumber). Furthermore the reverse of each sealed envelopes should bear the name and address of the bidder and drop in the designated Tender Box at the Procurement unit not later, then 12.00 noon addressed to the Secretary (ICOH) Tender Board. Intercountry Centre for Oral Health for Africa Jos, No.3 CBN Road PMB 2067 Jos Plateau State. Please ensure you sign the bid submission register before leaving the office of the Head of Procurement (ICOH) as the office would not be responsible for misplaced or wrongly submitted Bids.
6.OPENING OF BIDS
While the technical bids for Goods and Consultancy will be opened immediately after the deadline for submission on 8th of December 2025 at 12 noon in the Auditorium of ICOH for Africa. Any bids received after the deadline shall be returned unopened. Bidders/ Companies representatives and interested member of the public, including relevant professional bodies, Civil Society and non-governmental organizations are hereby invited to witness the opening of the technical bids.
7. NOTES:
a. That for Category B Consultancy Services only companies that qualify for Technical Evaluation will be invited to collect Request for Proposal (RFP).
b. Certificate will be referred to the respective issuing authority for verification and authentication.
c. Technical and financial bids enclosed in one and same single envelop exposing both the technical and financial bids at the same time of opening shall be disqualified.
d. Submission that does not meet up with requirements specified above shall be returned unopened.
e. This Advertisement is published for information purpose and will not be construed as a commitment or obligation on the part of ICOH for Africa to award these contracts.
f. ICOH for Africa is not bound to consider any bid and reserves the right to reject all bids at any time or cancel the procurement proceedings for public interest.
g. Due diligence will be conducted to verify the claims made by bidders.
h. All submissions must be made in English language.
