INVITATION FOR PRE-QUALIFICATION AND TENDER FOR YEAR 2026 TETFUND SPECIAL INTERVENTION PROJECTS
1.0 INTRODUCTION.
The Management of Isaac Jasper Boro College of Education, Sagbama pursuant to its mandate and in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations wishes to invite interested, competent/qualified and experience Contractors/Firms with relevant experiences and good track records of prompt delivery of similar projects to be pre-qualified for the procurement of Works, Goods and Services under the YEAR 2026 TETFUND SPECIAL INTERVENTION PROJECTS below.
2. SCOPE OF WORKS
Lot A1: Construction of Multimedia Micro Teaching Laboratory Building
3. ELEGIBILITY REQUIREMENTS
To be considered for Bidding, Prospective bidders must meet the following minimum qualifications:
a. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
b. Evidence of Company Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2026;
c. Evidence of current Pension compliance certificate valid till 31st December, 2026.
d. Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2026.
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 31st December, 2026.
f. Evidence of registration on National Data-base of Federal Contractors, Consultants and services provider by submission of Interim Registration Report (IRR) expiring on 31st December, 2026 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant Committees of the Isaac Jasper Boro College of Education, Sagbama or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
h. Company Audited Accounts for the last three (3) years (2023, 2024, and 2025).
i. Evidence of Financial capability to execute the Projects by submission of Reference letter from a reputable Commercial Bank indicating willingness to provide credit facilities for the execution of the projects when needed
j. Company profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/professional qualifications.
k. Verifiable documentary evidence of at least three (3) SIMILAR Jobs successfully executed in the last three (3) years with names of clients, including Letter of Awards, Valuation Certificates, Job completion certificate and photographs of the projects.
l. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria; indicating willingness to provide credit facility for the execution of the project when needed;
m. List of Plant and Equipment with Proof of Ownership/Lease Agreement.
n. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
o. All documents for submission must be transmitted with a covering/forwarding letter under the company firm’s letter headed paper bearing amongst others, the Registration number (RC), Contact address, Telephone number and E-mail address. The letter headed paper must bear Names and Nationalities of the Directors of the company duly signed by the authorized officer of the company/firm.
Document submitted shall be subject to due diligence without recourse to bidder.
4.0 COLLECTION OF TENDER DOCUMENTS
Interested firms are to collect the Standard Bidding Documents (SBD) from the Procurement Unit, Isaac Jasper Boro College of Education, Sagbama upon payment of a non-refundable fee of N10,000.00 (Ten Thousand Naira) at the cash office, Bursary Department for official receipt which is to be presented at the point of collection of the SBD’S between 10:00am – 4pm, Mondays – Fridays, please.
5.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit two (2) hard copies of the Technical and Financial Bids (original and photocopy) packaged separately in sealed envelopes and clearly marked “Technical Bid and Financial Bid”. Thereafter, put the two sealed envelopes and addressed to: The Provost, Isaac Jasper Boro College of Education, Sagbama and clearly marked with the name of the project. Each of the envelopes must have the full address of the bidder at the reverse side of the envelope where the lot number and project were written.
Furthermore, the sealed and properly addressed envelope shall be dropped in the Designated Tender Box at the front of the Procurement Unit not later than 12:00pm of Monday, 18th May, 2026. Kindly remember to sign the Bid Submission Register at the point of submission as the College will not be liable for wrongly submitted Bids.
6.0 OPENING OF TENDER DOCUMENTS
The Technical Bid will be opened after the deadline for submission by 12:00pm on Monday, 18th May, 2026 in the College Conference Hall and in the presence of the bidders or their representatives. While, the financial bids will be kept un-opened please.
7.0 GENERAL INFORMATION
a. Bids must be in English language and signed by an official authorized by the bidder;
b. Bids submitted after the deadline for submission would be returned un-opened;
c. All cost will be borne by the bidders;
d. Only prequalified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened.
e. Arrangement of Technical Documents in hard copies should follow strictly order in the list above and appropriately page. The Technical document should have a table of content indicating the pages where their items are to be found. Failure to comply with this directive will result in disqualification of the bidders
f. Failure to provide any of the above listed documents will lead to disqualification of the bidders
g. The Isaac Jasper Boro College of Education, Sagbama is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
