REQUEST FOR PROPOSAL FOR ENGAGEMENT OF CIVIL SOCIETY ORGANIZATION (CSO) IN FCT, EBONYI, AND KEBBI STATES
BACKGROUND.
JHPIEGO’s Mission
JHPIEGO, an affiliate of Johns Hopkins University, builds global and local partnerships to enhance the quality of healthcare services for women and families around the world. Jhpiego is a global leader in creating innovative and effective approaches to deliver transformative health care solutions that save lives.
Jhpiego is seeking to engage the services of Civil Society Organizations (CSOs) on a United States of America Department of State project in FCT, Ebonyi, and Kebbi states, Nigeria. Momentum Country and Global leadership (MCGL) and Reaching Impact Saturation and Epidemic control (RISE) will support integrated maternal, newborn, and child health and nutrition (MNCH+N) and immunization services for women, newborns, and children across the antenatal, birth, postnatal, infant, and child health care continuum. The project will build on the gains of the previous USG Integrated Health Project (IHP) in Nigeria to strengthen lifesaving MNCH+N and immunization services across supported health care facilities and communities.
The CSOs will focus on the following objectives:
• Strengthen Ward Development Committees (WDCs) capacity to track and improve health service delivery and accountability
• Enhance community mobilization and demand generation for MNCH+N, routine immunization, malaria, and HIV services
• Facilitate evidence-based advocacy for addressing health system bottlenecks
• Strengthen community-based surveillance, referral systems, and health service uptake through Community-Based Health Volunteers (CBHVs), CHIPS Agents, and MAMII Vanguards

Scope of Work
1. Community Mobilization and Engagement
• Support WDCs in planning and conducting weekly community mobilization sessions leveraging existing community platforms (Women’s group, majalisa, savings groups, grandmother’s circles, etc.)
• Facilitate bi-weekly Community Provider Dialogues (CPDs) in every supported community to gather feedback and improve service quality
• Ensure bi-weekly conversation sessions with religious and traditional leaders, with documented learnings and actions
• Create and manage WhatsApp groups for continuous engagement and follow-ups with WDCs
2. Mentoring and Supportive Supervision
• Utilize WDC meeting platforms to provide monthly structured mentoring and supportive supervision on tracking commodity availability, service uptake, and fund utilization
• Facilitate monthly peer-to-peer learning visits among WDCs and conduct quarterly feedback meetings and recognition events
3. Advocacy and Stakeholder Engagement
• Adapt and develop key advocacy messages and materials for MNCH+N, routine immunization, malaria, and HIV
• Support WDCs in mapping and line-listing key decision makers and influencers, analyzing stakeholder roles and interests
• Conduct advocacy with government officials, SMOH, SPHCDA, and other stakeholders to address service delivery bottlenecks
• Map existing emergency transport platforms (SEMSA/RESMAT, NURTW) and facilitate advocacy/entry meetings to address transport gaps
4. Contract Duration
• 12 months with possibility of extension
5. Eligibility
• All applicants should provide evidence of the following:
• The Civil Society Organization (CSO) must be legally registered to operate in Nigeria and provide proof of registration with the Corporate Affairs Commission (CAC), a recognized management structure including a board of trustees, physical office address, organizational vision, mission goal(s) statements, and organogram made up of an integrated team of managerial, technical, and operations staff
• A physical office that is functional and adequately equipped with (furniture, telephone, computers, relevant software packages, etc.), with official telephone and email addresses
• The application should include the names and CVs of the key personnel associated with the CSO.
• Evidence of work experience implementing donor-funded projects in the last 3–5 years.
• The CSO has evidence of government tax payments, a staff payee account, and registration with relevant tax authorities
• Minimum of three (3) reputable references active within the last three years from clients/organizations
• CSO has proven experience in MNCH+N and immunization service provision.
• Demonstrated knowledge of the local context, networks, and strong community presence in any of the target states + FCT.
• Experience in data collection, reporting, and use of strategic information tools
• Capacity to manage community-level interventions, including stakeholder engagement at the state, local government, and community levels
• Ability to mobilize and train community volunteers and peer educators.
• Familiarity with donor-funded health programs and reporting requirements.
