PREAMBLE
The Government of Jigawa State in effort to increase access to portable water supply in the rural communities wish to through the RURAL WATER SUPPLY AND SANITATION AGENCY (RUWASA), invites tenders from reputable contractors for the construction of 195no. Hand pump, 44no. Solar powered water collection points, 1no Generator Water collection point, conversion of 1no. Water collection points and rehabilitation of hand pump across 24 constituencies of the state 2023 CONSTITUENCY PROJECT.
SCOPE OF WORK
The projects are divided into lot 1-35 as per details below:

MANDATORY REQUIREMENTS
Companies interested in the projects are to submit company profile which must contain the following:
a) Certificate of Incorporation with Corporate Affairs Commission
b) Tax clearance certificate for the last three (3) years
c) Evidence of registration with Jigawa State works registration board in relevant category
d) Company’s audited account for the last one (1) year
e) Power of Attorney.
f) Verifiable evidence of company profile and technical qualification of key personnel registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON etc)
g) That the company have fulfilled all obligations to pay taxes, pensions and social security contributions
h) Evidence of similar projects executed (letter of award and completion certificate) at least three (3) within the last five (5) year
i) Description and list of relevant construction/civil works equipment
j) VAT registration and evidence of past remittance
k) A sworn affidavit certifying as follows:
a. That the document submitted for the pre-qualification exercise are not genuine but correct
b. That none of the directors of the company has been convicted by any court of law
c. That the company is not bankrupt
d. That none of the officers of Jigawa State/Local Government is a present or former director of the company
COLLECTION AND SUBMISSION OF TENDER DOCUMENTS AND COMPANY PROFILE
Interested bidders are to visit Jigawa State e-procurement portal (https://jigawa-eproc.eurodyn.com/epps/home.do to access and fill the bid documents after payment of non-refundable tender fee of thirty thousand naira only (N30,000:00) at Ruwasa water supply and sanitation agency (RUWASA) Head office at Shuwarin, Dutse from the date of publication of the advert and between 9:00am to 4:00pm Mondays to Friday, except on public holidays.
SUBMISSION OF TENDER DOCUMENTS
Company profile with the covering letter on company’s letterhead should be scan and uploaded to the e-procurement portal and submitted online on or before 12:00 noon Tuesday 7th November, 2023.
A scanned copy of bid security of not less than 2% of the bid price either in form of insurance bond or bank guarantee addressed to the Managing Director, Rural Water Supply and Sanitation Agency (RUWASA), Shuwarin, Dutse, Jigawa State should also be uploaded into the portal.
Similarly, the original of company’s profile, signed forwarding letter with attached bill, bid security and a copy of the sworn affidavit in hard copy should be send to The Managing Director, Rural Water Supply and Sanitation Agency (RUWASA), Shuwarin, Dutse, Jigawa State. Bids shall be valid for a period of 120 days (4 month) after Bid opening.
OPENING OF BIDS
Bid opening should take place online on Tuesday 7th November, 2023 by 12:30pm. However, the bid opening will be visually projected same time at Jigawa state Ministry of Water Resources Conference Hall.
GENERAL INFORMATION
However, bidders should note the following information:
a) Bids submitted after the deadline for submission will be denied access to the portal
b) Only financial bids of successful prequalified bidders will be opened;
c) This advert shall not be construed as commitment on the part of the Jigawa State Rural Water Supply and Sanitation Agency nor shall it entail a company to make any claim(s) whatsoever from the Jigawa State Rural Water Supply and Sanitation Agency, by virtue of such company having responded to this advertisement;
d) All cost will be borne by the bidders as the Jigawa State Rural Water Supply and Sanitation Agency will not be held responsible for any cost or expenses incurred by any interested party i.e in connection with any response to this invitation
e) The Jigawa State Rural Water Supply and Sanitation Agency reserves the right to annul the procurement process or reject a bidder at any time without incurring any liabilities
f) Alternative bid will not be accepted
g) Bidders with the same subsidiary relationship are not allowed to partake in the same lot.
