1 – INTRODUCTION
The Kaduna State Government, Federal Republic of Nigeria has received financing from the Islamic Development Bank (IsDB) toward the cost of the REACHING OUT-OF-SCHOOL CHILDREN (ROOSC) PROJECT in Kaduna State, Nigeria (NGA 1039), which will be implemented over a period of Four (4) years and intends to apply part of the proceeds for execution of the Civil Works component.
2 – SCOPE OF WORKS
Construction of New Schools, Class Rooms (Cr), WASH Facilities and Fencing: The project will aim to improve school infrastructure (construction and inclusive access) for public primary schools/learning centers and provide inclusive & safe school and WASH facilities in Kaduna State.
3 – DESCRIPTION OF WORKS
The Project Monitoring Unit, Ministry of Education now invites sealed bids from eligible National bidders for the following:

Note:
(I) The completion period for all the lots is six (6) months.
(II) Bidders can bid for more than one Lot and must provide stipulated Bid Security for each of the Lot Bids; however, a maximum of one Lot only can be awarded to any single Bidder
4 – QUALIFICATION CRITERIA
The following are the qualification requirements with further details provided in Section III of the Bidding document.
I. Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC)
II. Evidence of current Tax Clearance Certificate (TCC) for the last three (3) years (2023, 2024 & 2025).
III. Company Audited Accounts showing Annual Turnover for the last three (3) years, duly stamped by the relevant professional body (2022, 2023 &2024).
IV. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years (between 1st January 2020 and application submission deadline) including Letters of Award, Project Cost, and Completion Certificate.
V. Evidence of Average Annual Turnover (AAT) of not less than One Billion Naira (N1,000,000,000.00) only in the past three (3) years (2022, 2023 &2024)
VI. Evidence of Company’s Registration with relevant Professional/Regulatory body(ies) and valid annual practicing licence; e.g., COREN, QSRBN, ARCON, CORBON;
5 – BIDDING PROCEDURE
Bidding will be conducted through the National Competitive Bidding procedures as specified in IsDB’s Guidelines: Procurement of Goods, Works and related services under Islamic Development Bank Project Financing (April 2019, revised in February 2023) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to 1.9.1-1.9.4 paragraphs of the Procurement Policy of the Procurement Guidelines setting forth IsDB’s policy on conflict of interest.

6 – OBTAINING THE BID DOCUMENT
A complete set of bidding documents in English may be obtained by interested eligible bidders upon at the address indicated above upon payment of a NON-REFUNDABLE FEE of Four Hundred Thousand Naira (N400,000.00) only with evidence of payments to the bank with Details provided below.

7 – BIDS SUBMISSION/DEADLINE
Bids must be delivered to the address below on or before 29th September, 2025. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders designated representatives and anyone who chooses to attend at the address below on 29th September, 2025.

9 – BIDS OPENING
