1     The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Agro-Climatic Resilience in Semi-Arid Landscapes (ACReSAL) and intends to apply part of the proceeds toward payments under the contract for Construction Works for Flood/Gully Erosion Control Sites at Rigasa, Tudun Wada, Kawo Stream and Zaria.

2      The State Project Management Unit (SPMU) of ACReSAL, on behalf of the Kaduna State Ministry of Environment and Natural Resources, now invites sealed Bids from eligible Bidders for Construction Works for Flood/Gully Erosion Control Sites at Rigasa, Tudun Wada, Kawo Stream and Zaria.  The works involves the construction of concrete channel gully erosion control with culverts, wire fencing and Bioremediations and is packaged into three                lots as follows:

Margin of preference shall not apply. Detailed eligibility and qualification criteria are contained in  the bidding documents.

3     Bidders may bid for one or several contracts, as further defined in the bidding document.

4      Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s  “Procurement Regulations for IPF Borrowers” September 2023 edition (“Procurement Regulations”) and is open to all eligible bidders as defined in the Procurement Regulations.

5      Interested Bidders may obtain further information from Kaduna State Project Management Unit of ACReSAL and inspect the bidding documents during office hours, excluding public holidays, from 9am to 4pm (local time) at the address given below.

6     A complete set of the bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of NGN100,000.00 only. The method of payment is by Certified Bank Cheque (Bank Draft) or direct transfer in favour of Kaduna Agro-Climatic Resilience in Semi-Arid LandscapeSterling Bank Plc and account number 0088034558. Proof of payment to be presented at the address below. At the bidder’s request, the documents could also be sent by courier after paying an additional fee to cover the delivery cost.

7     Bids must be delivered to the address below on or before 12 Noon Prompt, Thursday, 29th May, 2025Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below by 12 noon on 29th May 2025. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

8      All Bids must be accompanied by a Bid Security in the form of a Demand Guarantee from reputable commercial banks acceptable to the Employer in the              sums stated in the table above

9      Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
