1. The Federal Government of Nigeria has received financing from the World Bank and the French Development Agency (AFD) and on-lent the financing to nineteen participating states (namely Abia, Akwa Ibom, Bauchi, Kano, Katsina, Kebbi, Kogi, Kwara, Ondo, Ogun, Oyo, Plateau, Sokoto, Niger, Gombe, Ekiti, Kaduna, Ebonyi and Osun) toward the cost of the Rural Access and Agricultural Marketing Project (RAAMP) and intends to apply part of the proceeds toward payments under the contract for Construction and Physical Improvement of 3 Nos Agro-Logistic Centres in Kogi State (Lots 1-3). This contract will be financed by the International Development Association (IDA), French Development Agency and Kogi State Government. Procurement process will be governed by the World Bank’s Procurement Regulations.
2. The Kogi State Ministry of Energy and Rural Development, through the Project Implementation Unit of the Rural Access and Agricultural Marketing Project now invites sealed Bids from eligible Bidders for the Construction and Physical Improvement of 3 agro-logistic centers in Kogi State, grouped into 3 lots as follows:

Note: The project involves Construction and Physical improvement of an existing 3 Nos Agro-Logistic Centres. The works include, but are not limited to; Site clearance and Earthwork, Culverts and Drains, Pavement, steel works, Block works and surfacing, as well as strict: undertaking of Social and Environmental Safeguards. The work is expected to be completed within 18 months.
3. Bidding will be conducted through National Competitive procurement method using Request for Bids (RFB) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” September 2023- Fifth Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible bidders may obtain further information from the State Project Coordinator Kogi State Rural Access and Agricultural Marketing Project (RAAMP), State Project Implementation Unit (SPIU) and inspect the bidding document during office hours 9:00 am to 4:00 pm local time at the address given below.
5. The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of One Hundred and Fifty Thousand Naira (NGN150, OOO.OO) only per lot. The method of payment will be direct deposit to the specified account below. The document will be made available at the address given below.

6. Bids must be delivered to the address below on or before 12:00 noon on Wednesday 11th December, 2024. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on Wednesday 11th December, 2024 by 12:00noon.
7. All Bids must be accompanied by a ’’Bid -Securing Declaration”as indicated in the above table.
8. Attention is drawn to the Procurement Regulation requiring the Borrower to disclose information on the successful bidder’s beneficiary ownership as part of the Contract Award Notice, using the beneficiary ownership disclosure form as included in the bidding document
