The Federal Republic of Nigeria, through the federal ministry of agriculture and rural development, has received financing from the world bank and L’Agence Francaise de Developpement (French Development Agency or AFD) and on-lent the financing to nineteen participating states (namely Abia, Akwa-Ibom, Bauchi, Kano, Katsina, Kebbi, Kogi, Kwara, Ondo, Ogun, Oyo, Plateau, Ebonyi, Osun, Niger, Gombe, Kaduna, Ekiti and Sokoto) toward the cost of RURAL ACCESS AND AGRICULTURAL MARKETING PROJECT (RAAMP). It is intended that part of the proceeds of the financing will be applied to eligible payments under the contract for consultant services.
The consulting service (“the services”) includes;
Preparation of site specific ESMP for the spot improvement intervention and backlog maintenance/rehabilitation (phase 2), Rural Road Upgrading and Cross Drainage Structures that should consist of a well-documented set if mitigation measures, monitoring and institutional actions to be taken before and during implementation to eliminate adverse environmental and social impacts, offset them or reduce them to acceptable levels. It should also include the measure required to implement these action, costing and responsibility, addressing the adequacy of the monitoring and institutional arrangement in the intervention site
The consultancy firm will work in close collaboration with the engineering design consultants and Kogi State RAAMP State Project Implementation Unit’s (SPIU) safe guard team and with other actors as directed by the SPIU. In that respect the sequencing of the technical/feasibility studies and the ESMP will be critical. The consultancy firm will have to consider the technical variants of the proposed activities and also in return inform the technical design consultants of any major constraint that may arise due to social and environmental situation on ground.
The specific task for the consultancy firm shall include but not limited to the following:
a) Review the existing PAD, ESMF and RPF prepared for the project;
b) Review of the project’s PIM and Road intervention catalogue;
c) Review environmental and social safeguards policies of the world banks triggered on the project;
d) Review of preliminary engineering designs and technical/feasibility studies for the proposed project locations;
e) Describe the proposed project by providing a description of the project relevant components and presenting schematic diagrams, maps, figures and tables.
f) As appropriate in highly sensitive sites, describe and analyses the physical, biological and human environment conditions in the study area before project implementation. This analysis shall include the interrelations between environmental and social components and the importance that the society and local populations attach to these components, in order to identify the environmental and social components of high value or presenting a particular interest.
The following biophysical issues shall be taken into consideration; climate, air quality, erosion/flooding patterns, drainage pattern, water quality (surface and aquifer characteristics), soil, biological aspects: flora and fauna, endemic and endangered species. The services are expected to extend over a period of 6weeks, involving approximately 8key persons as required in the TOR;

Kogi State Rural Access and Agricultural Marketing Project (RAAMP) now invite eligible consulting firms (“Consultant”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualification and relevant experience to perform the services.
The shortlisting criteria are:
1. The ESMP will be prepared by an environmental and social management consultancy firm
• The consultancy firm must have a working knowledge of World Bank Environmental and Social Framework, Operational safeguards policies gained through hands-on experience in the preparation and implementation of environmental and social management plans in an urban/rural area.
• Team members should have advanced degree in environmental sciences, natural science, environmental management, social sciences and other related discipline
• The lead consultant personnel must have at least a master’s degree in environmental science, natural science, environmental management or similar field
• The firm must have a minimum of 7years working experience in civil works contracts requiring environmental management procedure including mitigation measures
• Proven skill in world bank (WB) Environmental and social safeguard policy implementation including addressing cross-cutting issues in development project and must have prepared at least 3 ESMPs for world bank funded project
• Qualified staff with experience in social safeguards/socioeconomics, occupational health, SEA/GBV and safety/HSE and relevant certification
• Excellent communication and report writing skills
The consulting firm is expected to have the following staff on the team for preparation of the ESMP with the following minimum requirement:
1. Lead consultant (environmental and social management specialist) – M.Sc. in environmental management field or similar qualification: at least 8years working experience, 5 years specific experience in the preparation of environmental and social assessment reports (ESIAs/ESMPs/RAP). Participation in similar role in at least 3 World Bank funded projects in the last 5years.
2. Environmental scientist: advance degree in environmental science or a similar discipline at least 5 years working experience with specific experience in the preparation of ESIA/ESMP/RAP report. Participation in similar role in at least 3 World Bank funded projects in the last 3years.
3. Social expert: BSc sociology or related discipline, at least 5 years work experience with specific experience in similar assignment. Participation in similar role in at least 3 World Bank funded projects in the last 3years.
4. Engineer: degree in engineering at least 5 years work experience with specific experience in civil works/road construction projects. Participation in similar role in at least 3 World Bank funded projects in the last 3years.
5. Mapping/GIS specialist: BSc GIS/Remote Sensing or other related courses, at least 5 years work experience with specific experience in similar assignment. Participation in similar role in at least 3 World Bank funded projects in the last 3years – evidence of familiarity with GIS, Arc info, AutoCAD and other Geo Spatial Design Software
6. Stakeholder consultation specialist: degree in social science/ mass communication or related discipline at least 5 years work experience with specific experience in similar assignment. Participation in similar role in at least 3 World Bank funded projects in the last 3years.
7. Gender based violence (GBV) specialist: BSc Sociology or other related courses, at least 5 years work experience with specific experience in similar assignment. Participation in similar role in at least 3 World Bank funded projects in the last 3years
8. Occupational health and safety specialist: certified in HSE/OHS Management at least 5 years working experience as OHS expert in infrastructure projects.
2. All interested firms are to submit the following documents;
• Evidence of registration with corporate affairs commission (CAC)
• Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2021, 2022 and 2023);
• Company’s Audited Accounts for the last three (3) years 2021, 2022 & 2023) duly stamped;
• Well detailed company profile with managerial and technical structure, office address and functional contact details
• For joint ventures, memorandum of understanding must be attached.
3. Verifiable records establishing evidence of experience in the preparation of resettlement action plan (RAP) up to 5 references or more similar assignments
4. Evidence of similar experience supported under multilateral donor agency like world bank, AFD, AfDB etc. in the previous 7 years
5. Evidence of firms/consortium regional work experience in similar field within Nigeria and Sub-Sahara Africa
The attention of interested consultants is drawn to Section III, paragraph 3.14, 3.16 and 3.17 of the World Bank “procurement regulations for IPF borrowers” September 2023 5th edition (“procurement regulations”), setting forth the world bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but indicate clearly whether the association is in form of joint venture and/or a sub-consultancy. In the case of joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
