The Lagos State Government through the Federal Republic of Nigeria has received financing from Agence Française de Développement (AFD”) for the Lagos Strategic Transport Master Plan Project (LSTMPP 1) and intends to use part of the funds thereof for payments under the following service: CONSULTANCY SERVICES FOR OPERATIONAL DESIGN AND BUSINESS MODEL FOR QUALITY BUS CORRIDORS AND INTERCHANGE HUBS (ODBM).
Objectives and outputs of the consultancy
LSTMP is a 312 M EUR project cofinanced by AFD through a 178M EUR Credit Facility and implemented by LAMATA. The project aims to enhance access to the BRT through the construction of 4 Quality Bus Corridors (QBCs), and to improve inter-modality through the construction of two Interchange hubs in Marina and Mile 2. These interchanges will connect the BRT, LRT, IWT and other transportation modes (standard buses, first mile last mile buses, taxis and bicycles).
Works for interchanges are expected to commence in Q4 2023 and to be completed in Q2 2025, while works for QBCs are expected to commence in Q2 2024 and be up and running in Q3 2025.
The objectives of this study is to ensure sustainable operations of QBC’s and interchanges through the development of an adequate operational design and business model (ODBM) for both facilities.
The consultancy service includes the two following outputs:
Output 1-Operational Design and Business Model for QBCS
a. Diagnostic of the existing situation of the bus public transport system in Lagos (SWOT analysis and comparison with other similar cities)
b. Existing bus fleet inspection Refined transport demand modeling
c. Analysis of potential operational expenditures and revenues with financial modelling
d. Refined transport demand modelling
e. Analysis of potential operational expenditures and revenues with financial modelling.
f. Staff training programs manuals for staff involved in the QBC operations
g. Technical assistance for the procurement of bus operating companies for QBC services
Output 2 – Operational design and Business Model for interchanges
a. Urban Area diagnosis, Interchange management areas and case study.
b. Refine passenger demand modelling and throughput analysis 19
c. Financial modelling, Business model and associated services Interchange Area Management Plan and Operation and Maintenance Plan.
d. Procurement support for the selection of contractors for operation and maintenance.
The Lagos Metropolitan Area Transport Authority (LAMATA) hereby invites eligible consultants to show their interest in delivering the service described above.
This Request for Expressions of Interest is open to: Consulting Firms.
The services are anticipated to start by: March 2024, over a period of 18 months. Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries”. available online on AFD’s website: http://www.afd.fr.
If the consultant is a Joint Venture (JV), the Expression of Interest shall include a copy of the JV Agreement entered into by all members. Alternatively, a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest, together with a copy of the proposed Agreement.
Interested consultants must provide information evidencing that they are qualified and experienced to perform this Service. For that purpose, documented evidence of recent and similar services shall be submitted. Assessment of previous similar experiences will be based on:
• The contracts size
• The nature of the Services: operations support, transaction advisory service. Procurement support, institutional strengthening, financial modelling and fleet inspection.
• The technical area and expertise: Urban Transport Planning. Public Bus Operation, Intermodal Transport facility operation. L
LAMATA will also take into account during the evaluation of expressions of interest the following items
Availability of technically skilled and sufficient personnel to effectively execute the assignment:
• Relevant experience in projects of similar nature and complexity:
• Team composition and adequate balance between international
• And local experts
In case of JV or Consortium
• General introduction about the leading firm and its potential partners;
• Justification of consortium or JV in those both cases: complementary capacities and key technical fields of the consortium;
• List of relevant experiences and brief description of similar projects/assignments addressing requirements described above in terms of the scope of work.
Among the submitted applications, LAMATA will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
An AFD’s standard form of Statement of Integrity. Eligibility and Social and Environmental Responsibility, duly signed by the Firm/JV, must be provided with the application.
