The Federal Government of Nigeria (FGN) (hereinafter called “Borrower”) has received financing from the International Developing Association (IDA) (the “Bank”) in the form of a “credit” (hereinafter called “credit” toward the cost of Livestock Productivity and Resilience Support Project (L-PRES). The Livestock Productivity and Resilience Support Project (L-PRES), Edo State Coordination Office (SCO) Edo, an implementing agency of the Clients intends to apply a portion of the proceeds of this credit to eligible payments under the contract for the Construction of Artificial Insemination Centre at the Edo State Agriculture Hub, Benin City – Lot 1 & Rehabilitation of Veterinary Clinic, Laboratory and Cold Chain facility at the Veterinary Primary Health Care Centre, Benin City – Lot 2. Payments by the Bank will be made only at the request of the Livestock Productivity and Resilience Support Project (L-PRES) Edo State Coordination Office (SCO) Edo and upon approval by the Bank and will be subject in all respects, to the terms and conditions of the financial agreement.
2. The Livestock Productivity and Resilience Support Project – Edo State Coordination Office, Edo State now invites sealed bids from eligible Bidders for this activity: Construction of Artificial Insemination Centre at the Edo State Agriculture Hub, Benin City – Lot 1 & Rehabilitation of Veterinary Clinic, Laboratory and Cold Chain facility at the Veterinary Primary Health Care Centre, Benin City – Lot 2. The work period is 6 months. The margin of preference shall not be allowed.
3. Name of the work: Construction of Artificial Insemination Centre at the Edo State Agriculture Hub, Benin City and Rehabilitation of Veterinary Clinic, Laboratory and Cold Chain facility at the Veterinary Primary Health Care Centre, Benin City
4. Bidding will be conducted through Open National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Projects Financing” Revised Edition of September 2025 (“Procurement Regulations”) available on www.worldbank.org/procure and is open to all Bidders as defined in the Procurement Regulations.
5. Interested eligible Bidders may obtain further information from the office of the Livestock Productivity and Resilience Support Project (L-PRES), Edo State Coordination Office, Edo State Agriculture Hub, Oko-Ogba Road, Airport Road, Benin City and inspect the bidding document during office hours from 9:00 am to 4:00 pm (local time) – Monday – Friday, at the address given below.
6. The Bidding document is in English, may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Fifty Thousand Naira (NGN 50,000.00) only. The method of payment will be by bank draft or direct transfer in favour of the following Account: 1310783775 Zenith Bank, EDSG L-PRES. Proof of payment to be presented at the address below.
7. Bids must be delivered to the address in paragraph 11 below on or before Monday, 12th January, 2026 by 12:00 pm (local time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below, by 12.00 noon, 12th January, 2026.
8. All Bids must be accompanied by “Original Copy of Bid Security” of the amount stated above
9. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
