INVITATION TO TENDER AND EXPRESSION OF INTEREST
1. INTRODUCTION
Michael Imodu National Institute for Labour Studies (MINILS) a Government Parastatal under the Federal Ministry of Labour and Employment, in furtherance to its statutory mandate to build capacity for Workers, Employers and Government Officials on Labour and Industrial Relations through Training and Research, intends to undertake the procurement of various Works, Goods, and Services under the 2025 Capital Appropriation, and in accordance with Extant Provision of section 25 of the Public Procurement Act, 2007.
The Institute hereby invites interested, competent and reputable contractors and consultants to tender for the procurement and execution of the under listed projects inserted in the 2024 approved budget of the Institute.

3. ELIGIBILITY
Interested and Prospective Contractors, Suppliers and Service Providers are required to submit their company’s profiles with the following documents:
(a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including form CAC1, CAC2 and CAC7.
(b) Evidence of Current Company Income Tax Clearance for the past three years valid till 31st December, 2025.
(c) Evidence of Current Pension Compliance Certificate valid till 31st December, 2025.
(d) Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st Dec. 2025
(e) Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st Dec 2025.
(f) Evidence of Registration on the National Data Base of Federal Contractors, Consultants and Service Providers with a valid Certificate, from Bureau of Public Procurement(BPP) Valid till 31st December, 2025.
(g) Sworn Affidavit disclosing whether or not any Officer of the relevant Committee of the Michael Imodu National Institute for Labor Studies, or the Bureau of Public Procurement is a Former or Present Director, Shareholder or has any pecuniary interest in the Bidder and to confirm that all information presented in its bid are true and correct in all particulars.
(h) Company’s Audited Account for the last three (3) years (i.e. 2022, 2023 and 2024), duly acknowledged by Federal Inland Revenue Service (FIRS)
(i) Evidence of Financial Capability, a Bank’s Reference Letter indicating readiness to finance the project if the applicant’s bid is successful.
(j) Company profile with the Curriculum Vitae of Key Staff to be deployed for the project including copies of their Academic/Professional Qualifications such as (COREN) CIVIL I, MECHANICAL I, ELECTRICAL I, AND ARCON, CORBON, QSRBN I with current practice license valid till 31st December, 2025.
(k) Verifiable evidence of similar jobs done within the last three years, stating the Name of Clients, Locations of Projects, Letters of Contract Awarded, Certificate of Job Completion and Photographs of the Projects.
(l) List of Plants/Equipment with proof of ownership/lease (where applicable)
(m) Lot B1, only companies included in the National Automotive Design and development council’s approved list of local manufacturers or their authorized representatives should bid.
(n) List of plants/Equipment with proof of ownership/Lease Agreement
(o) Electricity jobs: Evidence of current license issued by Nigerian Electricity Management Services Agency
(p) Services: Evidence of firm’s current registration with Centre of Management Development (CMD)
4. COLLECTION OF TENDER DOCUMENT
Interested Companies are to collect the Standard Bidding Document from the Procurement Department of the Institute on evidence of payment of non-refundable fee of N10, 000.00 for Goods, Works and Consultancy per lot, paid into Michael Imodu National Institute for Labour Studies, Remita Account in any Commercial Bank.
5. SUBMISSION OF TENDER DOCUMENTS
Completed Bidding Documents consisting of Technical and Financial Bids should be in separate sealed envelopes and marked “TechnicalBid” or “Financial Bid”. Thereafter, put the two scaled envelopes together in a bigger sealed envelopes address to the Director-General/CEO, Michael Imodu National Institute for Labour Studies, KM 7, Ajase-Ipo Road,PMB 1524, Ilorin, Kwara State and clearly Marked indicating the Contract Name and Lot no, written on the top right corner of the envelop. Bids are to be dropped in the Tender Box placed at the D-G’s Secretary Office.
6. SUBMISSION OF EXPRESSION OF INTEREST (EOI) CATEGORY C
The deadline for submission of (EOI) will be two (2) weeks after the date of advertisement, not later than 12:00 noon, 23rd June, 2025
7. OPENING OF BID
All Tenders must be submitted on or before 12 Noon, 23rd June, 2025, Bids will be opened immediately after the deadline at the Institute’s Auditorium Km 7, Ajase-Ipo Road, Ilorin. Bidders or their representative are expected to be in attendance.
8. ADDITIONAL INFORMATION
(A) Bids submitted after the deadline for submission would be returned un-opened
(B) Bidders should not bid for more than two (2) lots.
(C) All cost will be borne by the Bidders.
(D) Completion Period must be stated in Financial Bids and all Document be duly signed by the Bidders.
(E) The Institute is not bound to pre-qualify any bidder and reserves the right to annul the Procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
