INVITATION FOR PRE-QUALIFICATION
The Borno State Ministry of Education, Science, Technology and Innovation invites reputable and competent contractors to submit pre-qualification documents for the construction of a 300-Seater Computer Training Institute, each to be located in one of the three senatorial zones of the State.
PROJECTS:
1. Construction and furnishing of institute of Information Communication Technology in Dikwa (Borno Central) – LOT 1
2. Construction and furnishing of institute of Information Communication Technology in Monguno (Borno North) – LOT 2
3. Construction and furnishing of institute of Information Communication Technology in Biu (Borno South) – LOT 3
4. Construction and furnishing of institute of Information Communication Technology in Askira/Uba (Borno South) – LOT 4
REQUIREMENTS FOR PRE-QUALIFICATION:
• Certificate of Incorporation with Corporate Affairs Commission (CAC) including Certified True Copy (CTC) of Memorandum and Articles or Association (Form CAC 02 and CAC 07).
• Evidence of Company’s income Tax Clearance Certificate (TCC) for the last three (3) years.
• Evidence of PENCOM (Current pension clearance certificate)
• Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate.
• Verifiable documentary Evidence of at least three similar works successfully/ongoing projects including letter of award, contract agreement, Job completion certificate and photograph of projects.
• Company’s Profile with list of Equipment, Curriculum Vitae of relevant professional/technical staff to be deployed for the project.
• Evidence of financial report and account for the last three years (bank reference or statement).
• Evidence of valid registration with Borno State Bureau of Public Procurement (BPP) and payment of relevant fees.
• Sworn affidavit from court of competence jurisdiction in disclosing as follows:
I. That the company is not in receivership
II. Compliance with the Borno state public procurement law, 2019.
III. That the director(s) has/have never been convicted by any court of law.
IV. That the company has not been debarred by any Government agency or international organization
• For Computers the contractor shall provide Manufacturers Authorization or Dealership Authorization.
• Any other relevant document.
NB: There is a waiver for item three and four for domestic tenders (Borno State indigenous Contractors)
SUBMISSION OF DOCUMENTS:
All submissions for each LOT should be in duplicate copies in wax sealed enveloped and identified with the project reference and lot number at the top left-hand corner and marked “PRE-QUALIFICATION FOR TENDER” which shall be submitted from 12th August 2025 to 1st September 2025 and addressed to:

Pre-qualification documents will be publicly opened on the bid opening date at the deadline 1st September 2025 and only pre-qualified companies will be eligible for financial bidding.
