GENERAL PROCUREMENT NOTICE FOR MOFI’S Y2024 CAPITAL PROJECTS AND ACTIVITIES
1. INTRODUCTION
The Ministry of Finance Incorporated (MOFI), in line with its mandate is desirous of commencing the procurement processes for implementing its Y2024 Capital Projects/Programmes, by this General Procurement Notice.
2. OBJECTIVE
The purpose of the publication therefore is to inform interested contractors and consultants with proven relevant competence and experience, about MOFI’s 2024 projects/programmes hereunder listed in compliance with the Public Procurement Act (PPA) 2007.
3. PROJECTS
The procurement activities generally fall into the categories listed in the following tables:

4. ELIGIBILITY REQUIREMENTS
Note that the bid document will be evaluated on the responsiveness to the criteria including but not limited to;
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7 or Business Name with Form BN1 is also acceptable for consultancy service;
b) Evidence of Company’s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners) for the last three (3) years (2019, 2020 and 2021) valid till 31st December 2024;
c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g) Sworn affidavit
5. This is not an invitation to tender.
6. The general public is advised to look forward to the specific procurement notice (Invitation to Tender/Expression of Interest/Notice Board) which will be communicated in due course.
7. DISCLAIMER
Ministry of Finance Incorporated reserves the right to invoke the provision of section 28 of the Public Procurement Act (PPA) 2007 on matters regarding these procurements without incurring any liability to the bidders.
