REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES UNDER THE MINISTRY OF FINANCE INCORPORATED (MOFI)
1. INTRODUCTION
The Federal Government Of Nigeria has allocated funds to the Ministry Of Finance Incorporated (MOFI) in the 2024 appropriation act for the execution of its mandated of managing all Federal Government’s investment interest, estates, easements and right as an asset holding company under the Ministry Of Finance. In order to achieve its mandate, MOFI wishes to apply part of the funds in its 2024 budgets to procure services. Accordingly and in compliance with the Public Procurement Act, 2007, MOFI hereby invites interested, reputable and qualified consultants to express interest and submit tender documents for the procurement of the following projects:

3. ELIGIBILITY REQUIREMENTS
The general public may wish to be guided that all procurement activities of MOFI shall be fully governed by the Public Procurement Act (PPA) 2007 and the recent Federal Government Executive Order on Transparency and Support for Local content in Public Procurement whereby prospective bidders should submit the following documents:
i. A forwarding letter signed by company representative stating the corporate affairs registration number at the top and name of all directors at the bottom clearly specifying area of competence.
ii. Evidence of certificate of incorporation issued by the corporate affairs commission (CAC) including, form CAC 1.1 or CAC 2 and CAC 7. Business Name with Form BN1 is also acceptable;
iii. Evidence of Company’s Income Tax Clearance Certificate(or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years valid till 31st December 2024;
iv. Evidence of Pension Clearance Certificate valid till 31st December 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
v. Evidence of Industrial Training Fund (ITF) compliance certificate valid till 31st December 2024 (this requirement is only applicable to bidder whose number of staff is 5 and above or bidder’s annual turnover is N50m and above);
vi. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2024;
vii. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2024; or valid certificate issued by BPP;
viii. Unabridged company audited Annual report for the immediate past 3 years (2021, 2022 & 2023). Turnover is Audited Accounts must be the same in Tax Clearance Certificate otherwise the company shall be disqualified;
ix. A sworn affidavit disclosing;
– That the bidder is neither in receivership nor a subject of insolvency/bankruptcy/winding up proceedings;
– That none of the bidder’s directors has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentative or falsification of facts relating to any matter;
– Whether or not any officer of the relevant committees of the Ministry Of Finance Incorporated Or Bureau Of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder;
– That all information presented in the bids is true and correct in all particulars.
x. Evidence of experience in previous5 jobs of similar nature and complexities including award letter and completion certificates in the area of the particular assignment in the immediate past 5 years
xi. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
xii. Company’s Profile indicating its activities, with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications
xiii. Consultancy service: only short-listed applicants at EOI’s evaluation will be invited at the later date for collection of request for proposals;
xiv. Firms submitting as For joint venture/partnership, memorandum of understanding should be provided (CAC, Tax Clearance Certificate, Pension clearance certificate, ITF compliance Certificate, NSITF Clearance certificate, IRR and sworn affidavit are compulsory for each JV partner)
4. GUIDELINE SUBMISSION FOR EXPRESSION OF INTEREST
a) All submission must be in English Language;
b) The completed expression of Interest (EOI) are to be submitted in 2 hard copies in a sealed tamper proof envelope, with the appropriate project title and lot no. at the top right-hand corner and submitted on or before 12:00noon Monday 19th August 2024 and addressed to:

5. The Expression of Interest (EOI) documents will be opened immediately after the deadline at 12:00noon, Monday 19th August 2024, at The 7th Floor, Tower 2, Bank of Industry Building, Central Business District.

NOTE
i. The ministry shall verify any or all the claims made by bidders and shall disqualify any company whose claims are found to be false, in addition to other sanctions that may be deemed necessary
ii. Bidders who have worked for MOFI and have History of poor performance, abandonment or prolonged contract execution period need not apply;
iii. No applicant will be allowed to express interest in more than 1 lot;
iv. All cost incurred in responding to this advertisement shall be borne solely by the bidders
v. All submission pages must be duly initiated by an authorized staff of the company;
vi. Bidders are required to provide a verifiable statement on the local content of he goods or services to be provided
vii. Only shortlisted bidders at EOI’s evaluation will be invited at the later date for collection of request for proposals;
viii. Non-compliance to any of the instructions will be disqualification.
ix. EOI submitted late shall be returned un-opened;
x. This advertisement shall not be construed to be a commitment on the part of the MOFI nor shall it entitle the applicant to make any claim(s) whatsoever and/or seek any indemnity from MOFI by virtue of such applicant having the right to this advertisement;
xi. The Ministry of Finance Incorporated is not bound to pre-qualify any bidder and reserves the right to annual the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
