MINISTRY OF PUBLIC WORKS AND TRANSPORT- INVITATION FOR PRE-QUALIFICATION: ASPHALTIC RECONSTRUCTION OF MOBIL – OLUYOLE INDUSTRIAL ESTATE ROAD NETWORK, OLUYOLE EXTENSION, IBADAN

INVITATION FOR PRE-QUALIFICATION
ASPHALTIC RECONSTRUCTION OF MOBIL – OLUYOLE INDUSTRIAL ESTATE ROAD NETWORK, OLUYOLE EXTENSION, IBADAN

1.0 The Oyo State Government of the Federal Republic of Nigeria hereinafter called “The Employer” intends to carry out the above-listed road project and hereby invites interested Contractors for prequalification.

2.0 BID REQUIREMENTS
Interested contractors are to submit the following documents.

2.1 MANDATORY DOCUMENTS
a. Certificate of Company’s registration with the Corporate Affairs Commission (CAC).
b. FIRS Current Tax Clearance Certificate of Limited company for years 2023, 2022 & 2021.
c. Oyo State BIR Current Personal Income Tax Clearance certificate of two (2) Directors of the company for year 2023, 2022 & 2021.
d. Current Certificate of registration with Oyo State Bureau of Public Procurement (BPP) in category E.
e. Evidence of current registration of Business premises with the Ministry of Trade and Investment, Oyo State.
f. Contractor’s financial reports for years 2019 – 2023.
g. Evidence of financial capability/reference letter from a reputable bank.
h. Sworn Affidavit disclosing:
(i) Whether or not any officer of the relevant committees of the Procurement Entity or Bureau is a former or present Director, Shareholder or has financial interest in the bidder and confirm that all information presented in her bid are true and correct in all particulars;
(ii) That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings nor the subject of any form of winding up petition or proceedings;
(iii) That none or any of the directors have been Convicted in any Country for criminal offences relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
(iv) Evidence of payment of non-refundable prequalification fee of N50,000.00 into Oyo State Government account, Revenue Code 4040024;

2.2 TECHNICAL DOCUMENTS
a. Verification evidence/list of previous/similar major/projects executed with letters of award and certificate of completion.
b. Company profile and organizational structure, including names and resume of key personnel with address and phone numbers.
c. Evidence of registration of company key personnel with relevant professional bodies.
d. Evidence of current practice license with relevant professional regulatory bodies (COREN, QSRBN, ARCON, CORBON, etc.).
e. List and addresses of sub-contractors and technical partners.
f. Letter of consent to allow for verification of claims on documents, equipment, sub-contractors and/or technical partners.
g. Any other document deemed relevant.

3.0 SUBMISSION
a. All prequalification documents should be arranged and bounded as listed below:
i. Two (2) sets of bounded of prequalification documents should be enclosed in separate envelopes with Original and duplicate imprinted on the project title written on the top right corner of the envelope.
ii. The two (2) envelopes should be enclosed in a bigger envelope with the project title written on the top right corner of the envelope.
iii. The bounded prequalification document should be addressed to:
The office of the Secretary,
State tenders Board,
Cabinet Department
Office of the Executive Governor
Oyo State Secretariat, Ibadan.
And
i. The prequalification document can be submitted between the work hours of 8:00am and 4:00pm while submission on the last day is between the hours of 8:00am and 12:00noon.
ii. The prequalification exercise shall be opened immediately at the expiration of the prequalification period at the Office of the Secretary, State Tenders Board at 12:00 noon on Monday 17th March, 2025.
iii. Interested bidders are invited to attend.
iv. All late submission shall be rejected and disqualified from participation in the bids opening process.

4.0 IMPORTANT INFORMATION
(i) The Ministry of Public Works and Transport will not be responsible for any cost or expenses incurred by any interested party (i.e.) in connection with site inspection or response to this invitation.
(ii) The Ministry of Public Works and Transport reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.
