INVITATION FOR TENDERS AND EXPRESSION OF INTEREST

1. INTRODUCTION
The National Assembly Library Trust Fund is an Agency under the National Assembly and is desirous of carrying out its capital projects under the 2025 budget. In compliance with the Public Procurement Act 2007, the Trust Fund wishes to invite interested, qualified, reputable, and eligible contractors, vendors, suppliers, service providers and consultants with relevant experiences to bid for the procurement and execution of the under listed Projects under Categories A, B and C.

3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7; Business Name is also acceptable in case of the evidence.
b. Evidence of Company Income’s Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years valid till 31 December 2025.
c. Evidence of Position Clearance Certificate valid till 31st December 2025 (this requirement is only applicable to holders whose number of staff is 15 and above).
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2025 (this requirement is only applicable to holders whose number of staff is 5 and above or the holder’s number of staff is 16 and above).
e. Evidence of Nigerian Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2025.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2025 or valid Certificate issued by BPP.
g. Sworn Affidavit:
 disclosing whether or not any officer of the relevant committees of the National Assembly Library Trust Fund (NALTF) or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
 that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
 that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
 that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
h. Company’s Audited Account for three (3) years 2022, 2023, 2024.
i. Reference letter from a reputable Commercial Bank in Nigeria indicating willingness to provide credit facility for execution of the project when needed.
j. Company’s profile with Curriculum Vitae of key staff to be deployed for the project including copies of academic/professional qualifications such as COREN, QSRBN, ARCON, CORBON, ACEN, NEWSA etc.
k. Evidence of Firm’s registration with relevant regulatory professional body(ies) such as CMD, COREN/QSRBN/ARCON/CORBON/SURCON/ESVARBON etc.
l. For Insurance firms:
 Current operating license issued by NAICOM
 A statement signed by the company’s MD/CEO that the company settles and will settle claims promptly
 Corporate profile including major clients handed in the last three years and CV of management staff
m. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
n. Works: List of Plants/Equipment with proof of Ownership/Lease Agreement;
o. ICT jobs: Evidence of Firm’s current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA);
p. For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
q. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Affidavit are compulsory for each JV partner).

Note: All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm and forward the softcopy to oobinna@naltf.gov.ng and the hardcopy dropped at the designated tender box.

4. COLLECTION OF TENDER DOCUMENTS (CATEGORIES A AND B)
Interested bidders are to collect the Standard Bidding Documents (SBD) from the office of the Procurement department at National Assembly Library Trust Fund (NALTF), National Assembly Library and Research Centre, 3 Arms Zone Abuja, on evidence of payment of non-refundable tender fee of N10,000.00 per Lot. Paid into the National Assembly Library Trust Fund’s Remita account in any reputable Commercial Bank in Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS (GOODS AND WORKS)
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Executive Secretary, national Assembly Library Fund (NALTF), National Assembly Library and Research Centre, 3 Arms Zone, Abuja and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the Procurement office, Room 19, Room 19, Wing B, No 1 River Niger Street, Off Danube Street, Maitama National Assembly Library Trust Fund, Annex office, Abuja, on or before 12:00 noon on Friday, May 9, 2025.

6. SUBMISSION OF EO/ PRE-QUALIFICATION
Interested Firms in Category C and prequalification are to submit the Expression of Interest (EO)/technical document for each of the Lot desired, in three (3) hard copies each (one original & two copies) and soft copy forwarded to oobinna@naltf.gov.ng The EO/technical document should be addressed as indicated above and submitted not later than 12:00 noon Friday, May 2, 2025, at the National Assembly Library Trust Fund, Annex Office Procurement Office, Room 19, Wing B, No 1 River Niger Street, Off Danube Street, Maitama, Abuja.

7. OPENING OF TECHNICAL BIDS
The EOI and the technical bids will be opened immediately after the deadlines for submission at 12:00 noon Friday, May 2, 2025 and 12:00 noon on Friday, May 9, 2025 respectively, at the National Assembly Library Trust Fund, Annex Office, Multi-Purpose Hall, Wing B, No 1 River Niger Street, Off Danube Street, Maitama, Abuja, in the presence of bidders or their representatives; while the Financial bids will be kept un-opened. Please ensure that you sign the Bid Submission Register in the office of the Procurement Department as the National Assembly Library Trust Fund (NALTF) will not be held liable for misplaced or wrongly submitted bids. 8. GENERAL INFORMATION:
a. EOIs/Bids must be in English Language and signed by an official authorized by the bidder;
b. EOIs/Bids submitted after the deadline for submission would be returned un-opened;
c. Bidders should not bid for more than Two (2) Lots;
d. All costs will be borne by the bidders;
e. The EOIs/Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online;
f. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
g. Goods & Works: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened; \
h. Consultancy Services: Only shortlisted Applicants at EOIs evaluation will be invited at a later date for collection of Request for Proposals;
i. This advertisement shall not be construed as a commitment on the part of NALTF nor shall it continue responding companies to seek any indemnity from NALTF by virtue of such companies having responded to the advertisement
j. The National Assembly Library Trust Fund (NALTF) is not bound to pre-quality any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
