1. INTRODUCTION

The National Board for Technology Incubation (NBTI) provides the necessary Infrastructure for the Commercialization of Research and Development Results including Innovative efforts that are significant to National Industrial Development. The National Board for Technology Incubation (NBTI) invites interested, reputable and competent Companies with relevant experience and good track records to submit bids for the various under-listed Year 2024 projects:

3. ELIGIBILITY REQUIREMENTS

  • All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.), and E-mail address, names and Nationalities of the Directors of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
  • Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including memorandum & Article of Association, Forms CAC1.1 or CAC2 and CAC7;
  • Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years – (2021, 2022 & 2023);
  • Evidence of current Pension Clearance Certificate valid till 31st December, 2024;
  • Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024;
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Certificate valid till 31st December, 2024;
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 31/12/2024 or valid Certificate issued by BPP;
  • Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Board for Technology Incubation or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
  • Company’s Audited Accounts for the last three (3) years – (2021, 2022 & 2023);
  • Evidence of financial capability to execute the project by submission of Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
  • Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional;
  • Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letter of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
  • For Training/Empowerment Programs: Evidence of registration with Centre for Management Development (CMD);
  • For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs) is required;

All documents for submission must be paged and arranged in a table of contents in the order of the eligibility criteria/requirements.

4. COLLECTION OF TENDER DOCUMENTS

Tenders are obtainable from the office of the Director General/CEO, for headquarters projects as indicated above Addresses upon payment of non-refundable fee of N10,000.00 (Ten Thousand Naira) per LOT through Remita Retrieval Reference (RRR) platform in favour National Board for Technology Incubation (NBTI).

5. SUBMISSION OF TENDER DOCUMENTS

The Bid document should be returned in a sealed envelope with the LOT marked at the top left hand corner of the envelope. Two envelopes tendering in one Bigger envelope (i.e. technical and Financial in separate envelopes and both put in one big envelope). The bid must be clearly marked as indicated above and must be returned in a sealed envelope and addressed to the Director General/CEO, as indicated on Addresses not later than 12:00 noon on Monday 31st March 2025.

6. OPENING OF TECHNICAL BIDS

Only the Technical Bids shall be opened immediately after deadline for submission at 12:00 noon on Monday 31st March 2025, for all projects as indicated in their corresponding addresses.

7. IMPORTANT NOTICE

  1. This advertisement shall not be constructed as commitment on the part of the National Board for Technology Incubation (NBTI).
  2. Applicants are entirely liable to the veracity of the document submitted by them.
  3. No Bidder is entitled to make any claim and/or seek any indemnity from NBTI, by virtue of such bidder having responded to the advertisement.
  4. Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording with the presence of two (2) representatives of private sector professional bodies and Civil Society Organization in the areas of Anti-Corruption/Transparency.
  5. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
  6. Only the pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
  7. The National Board for Technology Incubation is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
