1. The Federal Government of Nigeria (FGN) has received financing from the World Bank, AFD and EIB toward the cost of the Nigeria Digital Identification for Development Project and intends to apply part of the proceeds toward payments under the contract Supply, Installation and Configuration of Critical Power Systems for Data Center, Headquarters and Disaster Recovery Center & Supply, Installation and Commissioning of Alternate Power Solutions for Data Center.
2. The Project Implementation Unit of the Nigeria Digital Identification for Development (ID4D), National Identity Management Commission now invites sealed Bids from eligible Bidders for the Supply, Installation and Configuration of Critical Power Systems for Data Center, Headquarters and Disaster Recovery Center & Supply, Installation and Commissioning of Alternate Power Solutions for Data Center.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement Regulations for IPF Borrowers – Procurement in Investment Projects Financing” February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for Bid cost: 50%.
5. 6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Twenty-Five Thousand Naira or 15 USD The method of payment will be by direct payment to the following account details. The document will be sent by email.

7. Bids must be delivered to the address below on or before 12 Noon, 16th September 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID” will contain two envelopes, one Technical and the other Financial. The inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 12 Noon, 16th September 2025. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. All Bids must be accompanied by a Bid Security” of 120,000 USD or its equivalent in any freely convertible currency.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
