1. The Federal Government of Nigeria (FGN) has received financing from the World Bank, EIB, and AFD toward the cost of the Nigeria Digital Identification for Development Project and intends to apply part of the proceeds toward payments under the contract for Procurement and Implementation of ID CERT & SOC Solutions, Infrastructure and Services.
2. The Project Implementation Unit, Nigeria Digital Identification for Development Project now invites sealed Bids from eligible Bidders for Procurement and Implementation of ID CERT & SOC Solutions, Infrastructure and Services Design, Implement, and operationalize a Cyber Emergency Response Team (CERT) and Security Operations Center (SOC) for the National Identity Management System (NIMS). The CERT/SOC will provide robust cybersecurity infrastructure and monitoring capabilities, ensuring proactive threat detection, incident response, and comprehensive protection of critical information assets within Nigeria’s digital identity ecosystem.
3. Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” February 2025 (“Procurement Regulations”). In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply to Rated Criteria (including technical and non-price factors): 50%. and for Bid cost: 50%.
5. 6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Twenty-Five Thousand Naira or 15 USD The method of payment will be by direct payment to the following account details. The document will be sent by email.

7. Bids must be delivered to the address below on or before 12 Noon, 19th May 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID” will contain two envelopes, one Technical and the other Financial. The inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 12 Noon, 19th May 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. All Bids must be accompanied by a Bid Security” of 70,000 USD or its equivalent in any freely convertible currency.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
