NATIONAL MALARIA ELIMINATION PROGRAMME
INVITATION FOR EXPRESSION OF INTEREST
INTRODUCTION
The National Malaria Elimination Programme (NMEP) is a division in the department of Public Health, Federal Ministry of Health (FMOH) and is saddled with the responsibility of controlling Malaria in Nigeria. The NMEP received a Global Fund grant for Malaria for the year 2024-2026 as a principal recipient. The role in the grant is to coordinate all public sector global fund implementation and provide national guidance.
INVITATION FOR EXPRESSION OF INTEREST (EOI)
NMEP is soliciting for interest from reputable services providers, suppliers and organizations with relevant expertise and experience in the following services during the grant implementation period and beyond:

ELIGIBILITY CRITERIA
• Evidence of company registration with (certificate of incorporation of the company), all lots.
• Certificate True Copy of Memorandum and Article of Association with Corporate Affairs Commission or similar government regulatory institution in your country of operation.
• evidence of Tax payment (current tax clearance certificate for last three (3) years (2020 ,2021, 2022)
• verifiable evidence of completing similar jobs successfully in the last 2 years (3 evidences).
• Bids must be accompanied with a sworn affidavit disclosing whether or not any officer of NMEP former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• Submission of a comprehensive company profile and management structure. (only selected organizations from this EOI will be prequalified and enlisted as part of the NMEP vendor list for lot no. 1-7)
Mandatory criteria specific to lots 8,9 & 10 (addition to above)
• Current Tax Clearance Certificates for the last three (3) years (2020 ,2021, 2022).
• Current Company’s PENCOM Compliance Certificate-2023.
• Current Company’s ITF Compliance Certificate-2023.
• Current Company’s NSITF Compliance Certificate-2023
• Duly Certified Company Audited Accounts for the last 3 years (2020 ,2021, 2022) or tax exemption certificate, where applicable.
• Evidence of previous similar projects (at least 3 award letters and their completion certificates) done by the company for reputable Organization/Procuring Entity by submitting Award Letters, Completion Certificates etc. Note that the award letters and completion certificate presented by the bidder will be verified by the NMEP to ensure their authenticity.
• A signed company cover letter showing the names, addresses/contacts of the Directors of the company and Verifiable evidence of ownership of office address/structure etc.
APPLICATION INSTRUCTION
i. The publication can also be found on NMEP website; www.nmep.gov.ng
ii. One company can apply for up to two (2) different but related lots however, only one application for one bid (lot 1-7)
iii. The EOI and other documents must be completed in English language and submitted in a sealed envelope clearly marked at the top right corner indicating the lot number and NMEP EXPRESSION OF INTEREST with the name, address of the firm(s) boldly written at the back of the envelope, with acknowledgement to NMEP office at the address below;

iv. All EOI documents must be sequentially arranged according to the EOI requirements above and failure to comply with this or any advertised submission guideline will lead to outright disqualification.
v. Request for further clarification and enquiry prior to Friday 26th April, 2024 should be made to email address: proc.vendors@nmep.gov.ng . any bid submission made via email will be disqualified.
EVALUATION OF PREQUALIFICATION SUBMISSIONS
i. A technical evaluation committee will review the submissions and shortlisted applicants will proceed to the next stage enlistment on NMEP vendors list.
ii. A Yes or No qualifier will be used for rating the submissions from the firms and shortlisting will be based on Yes response against all the eligibility criteria listed above.
iii. Only firms that satisfy the prequalification requirements will be shortlisted.
CLOSING DATE
The deadline for submission is by 12 noon Friday, 26th April 2024 local time. Any submission after the deadline will be disqualified.
OPENING OF EOI
The EOI will be opened immediately after the deadline for submission at 12 noon Friday, 26th April 2024 at the NMEP conference room, in the presence of bidders or their representatives.
NOTES/DISCLAIMER
i. Late submissions will not be accepted.
ii. NMEP shall verify any or all documents and claims made by applicants and will disqualify bidders with falsified documents and claims.
iii. NMEP reserves the right to annul the bidding process at any time without incurring any liabilities.
iv. All costs related to the EOI shall be borne by bidders
