INVITATION FOR EXPRESSION OF INTEREST (EOI)
The NATIONAL SOCIAL INVESTMENT PROGRAMME AGENCY (NSIPA) invites reputable and experienced firms to submit Expressions of Interest (EOI) for consultancy and related services in line with the Public Procurement Act, 2007 under the following Lots:
LOT C1: Consultancy Services for Specialized Training & Quality Assurance;
LOT C2: Services of Starter Pack Refurbishment, Repairs and Quality Assurance;
LOT C3: Consultancy Services for Renting of Warehouses, Logistics and Distribution of Starter Packs;
LOT C4: Consultancy Services for Propagation of Media and Stakeholder Engagement.
MANDATORY ELIGIBILITY REQUIREMENTS
1. Certificate of Incorporation with CAC (Form CAC 1.1) and current CAC Annual Returns;
2. Company Income Tax Clearance Certificate for the last three (3) years;
3. PENCOM, ITF and NSITF Compliance Certificates;
4. BPP Interim Registration Report (IRR);
5. Sworn affidavit of non-bankruptcy, non-conviction, non-debarment and authenticity;
6. Company profile with evidence of at least three (3) similar assignments in the last five (5) years;
7. CVs of key personnel with minimum of ten (10) years post-qualification experience;
8. For LOT C1: valid CMD Certificate;
9. Audited financial statements for the last three (3) years;
10. Minimum average annual turnover of N200,000,000 over the last three (3) years;
11. Joint Ventures must submit valid MoU and documents for each partner;
12. Covering Letter on firm’s letterhead bearing RC number, contacts, email, directors’ nationalities, duly signed; 13. ISO 9001:2015 Certification; 14. Evidence of at least three (3) multi-state or nationwide assignments; 15. A firm shall not bid for more than one (1) Lot.
SUBMISSION AND OPENING OF EOI
Interested firms shall submit one (1) hard copy in sealed envelopes marked “EXPRESSION OF INTEREST – LOT C[1–4]” addressed to the Ag. National Coordinator/Chief Executive Officer, NSIPA, Federal Secretariat Phase 1, Second Floor, Room 2.38, Abuja, and a soft copy forwarded to makama.yunusa@nsipa.gov.ng. Deadline for submission is 12:00 noon, Monday, 19th January, 2026. Opening of EOI documents shall commence immediately after closing.
